Leyne Milstein, Assistant City Manager

Leyne has served as the City's Finance Director since 2008 and has over 20 years of experience in local and state government. Leyne first joined the City in 2005 as a Principal Policy Analyst and also served as the Budget Manager. Prior to joining the City of Sacramento, Leyne worked for the State of California as Director of the Information Technology and Support Management Division for the California Commission on Teacher Credentialing; as an analyst at the California Department of Finance; and as staff to the State Public Works Board. 

She holds a Bachelor’s degree in Political Science from the University of California at Davis and a Master’s degree in Public Administration from California.

Michael Jasso, Assistant City Manager

Michael Jasso, Assistant City Manager, maintains direct oversight of the Office of Innovation and Economic Development and the Community Development Department. He holds a Bachelor’s Degree in Architecture from Princeton University, and a Master’s Degree in Business Administration from The University of Texas at Austin.

Michael comes to Sacramento from Chicago, serving as Chief for the Bureau of Economic Development of Cook County, IL There, he oversaw three County departments along with a cross-cutting office of economic development.

Michael also served as Managing Deputy Commissioner for Chicago’s Department of Housing and Economic Development, overseeing the Bureau of Economic Development, Chief Development Officer for the Chicago Housing Authority helping to manage the third largest public housing authority in the nation, and led the Tax Increment Finance Program on behalf of the Mayor for the District of Columbia Government.

Mario Lara, Assistant City Manager

Mario Lara is currently serving as the Assistant City Manager for Public Safety, City of Sacramento, a position he assumed on May 21, 2022. He provides executive oversight of the Police Department, Fire Department, Office of Emergency Management, and Department of Community Response. Prior to his current position, Mario served two and a half years as the City’s Director of Youth, Parks & Community Enrichment (YPCE).

Mario’s public service career spans almost three decades with a broad range of experience including fiscal and policy oversight for law and justice and public safety departments (Trial Court, Sheriff, District Attorney, Police, Fire) in municipal and county agencies. Mario also served in the United States Army. In 1995 he graduated with honors from Loyola Marymount University with bachelor’s degrees in both Business Administration and Economics, and he earned an MBA from California State University, San Bernardino.

Ryan Moore, Assistant City Manager

Ryan Moore is the Assistant City Manager over Municipal Services for the City of Sacramento. In this role he provides executive oversight to the Departments of Public Works, Utilities, and Youth, Parks and Community Enrichment (YPCE). Ryan joined the City in 2005 as an Associate Civil Engineer in the Engineering Services Division of the Department of Public Works. He subsequently served in the roles of Senior Civil Engineer, Supervising Civil Engineer, Principal Engineer, City Traffic Engineer, and most recently, Director of Public Works. In addition to his public service, Ryan has also spent almost 10 years in private consulting as a bridge engineer and project manager. Ryan has a BS and MS in Civil Engineering from the University of Nevada, Reno, and is a licensed professional Civil Engineer and Traffic Engineer. Ryan is on the Board of Directors for the Sacramento Chapter of the American Public Works Association and the California Cities Transportation Initiative.
