Sacramento is creating a foundation for creative, nimble partnerships that can improve City services, meet adopted City goals, and provide public benefit. On April 25, 2017, the City Council adopted a Demonstration Partnerships Policy. This policy provides a framework for innovative demonstration partnerships, allowing the City to test, evaluate, and demonstrate innovative solutions.

The policy framework establishes guiding principles and partnership criteria. Partnerships must provide public benefits, but can address a diverse array of issues. The policy allows the City to consider partnership with any non-City entity, such as non-profits, businesses, and governmental agencies. The City may consider partnerships that use City assets for a limited duration, such as City facilities, the right-of-way, or City equipment.
