The City of Sacramento’s Community Development Department (CDD) helps plan, build and maintain a thriving city. The goal is to partner together with the community and customers to ensure a safe, growing and lively Sacramento. Please take a look at some of CDD’s stats from the past year. Search Planning & Building Projects

Planning and Building staff works on projects of all sizes and types, everything from single-family homes to large, mixed-use developments. You can use the “AgencyCounter” tool to view project applications and permits all over the city

Tenant Protection Program

The Tenant Protection Program was created to assist tenants with increasing rental rates by prohibiting rent gouging and establishing limits on annual rents. It also provides protection for unjustified evictions.

Housing Development Toolkit

The Housing Development Toolkit is a one-stop resource regarding incentives, processes, and procedures to develop housing on vacant and underutilized properties.



The Community Development Department will be CLOSED Monday, February 19, 2024 in observance of Presidents' Day.

Public Counter Appointments

We are happy to announce that the Public Counter is expanding in-person services!

The Community Development Department is offering expanded in-person services, by appointment only, beginning September 11, 2023.  Starting that week, in-person appointments will be available on Tuesdays, Wednesdays, and Thursdays from 9:00 a.m. – 3:30 p.m. Visit our Schedule an Appointment page to learn more and schedule. All building and planning applications will continue to be submitted online through the Citizen Portal.

Electronic Over-the-Counter Plan Review Services are now available!

On March 22, we launched our Electronic Over-the-Counter Plan Review Service. This Sacramento Streamline program replaces the highly popular version of the service that was performed at our public counter in the past. For qualifying projects, plans can be reviewed the business day after they are received.

e-Check limit increased for online payments

Our electronic check payment limit was increased from $100,000 to $150,000. For additional information visit our Pay Building Fees page.

NEW e-Planning Submittal Service

The e-Planning Submittal facilitates submission of Planning Entitlements and projects requesting Planning clearance to submit to building permit applications for Electronic Plan Check (EPC). e-Planning integrates into the existing EPC service the Building Division has been operating for over five years. You can now pay with Electronic Checks for your Building Permit online!

In addition to major credit cards we now accept electronic check payments. For additional information visit our Pay Building Fees page.

Safety Inspections are now available online!

Are you in need of an electrical or gas plumbing safety inspection to restore services to your building? SMUD and PG&E Safety Inspection Requests can now be obtained completely online through our Citizen Portal with a basic account.
