Electronic Over the Counter plan check 

As of Monday, March 22nd, 2021, we provide Electronic Over-the-Counter (E-OTC) review for certain projects and work. Please download form CDD-0114, “Criteria for Over-the-Counter Plan Review Request” for the parameters and limitations of this program. Please read and sign the form prior to requesting this service.

TO REQUEST E-OTC SERVICE

STEP 1

Gather the necessary documents needed for an E-OTC request. Each E-OTC request must include the following attachments in PDF format:

• APP file: Completed application- form CDD-0200 and Signed form CDD-0114 - E-OTC Plan Review Criteria and Request
• PLANS file: construction plans
• SUPP file: Supporting Documents where applicable (Calculations, Cut-Sheets, etc.)

STEP 2

Please email your documents to Eotc@cityofsacramento.org between 10:00 am and 3:00 pm on any business day to request the E-OTC service for the following business day. This email box will only accept emails between these hours. Emails which are received outside the hours of 10 am-3 pm will automatically be deleted. 

Submission of an email does not guarantee acceptance into the service.  If a project is deemed ineligible for E-OTC by review staff, the requestor will be instructed to submit the project through normal submission procedures.

STEP 3

Please wait for a response from the plan review team.  All approval and correction notices will be sent by the close of business on the schedule E-OTC service date.

EXAMPLES OF RESIDENTIAL OVER THE COUNTER REVIEW PROJECTS

• Single family interior work without structural changes (wall removal, wall reconfiguration, door or window relocation)
• Single family garage conversions (under 500 square feet)
• Single family outdoor pools and spas
• Single family attached patio enclosures (under 500 square feet)
• Single family attached patio covers and trellis

EXAMPLES OF COMMERCIAL OVER THE COUNTER REVIEW PROJECTS

• Basic interior alterations for projects 3,000 sq. ft. or less
• Minor electrical work
• HVAC Installations
• B and M occupancies only

An expedited plan review fee will apply to jobs that require plan review and are accepted into the E-OTC program.  If your project does not qualify for the E-OTC program, please, submit your plan review application though our Electronic Plan Check (EPC) process.
