Due in some Circumstances on Commercial New Building Permits:

Circumstance under which fee is due:

 

Administrative Processing Fee

Charged on all none Minor permits with a project value of $7,000 or great.

 

City Operations Tax

Only charged if a California licensed contractor is the permit holder.

 

Coach Recording Fee

Commercial modular structures installed on private property must pay this fee. See the Coach Recording fee detail for more information.

 

Combined Sewer Fee

Applies to projects which will impact the City’s Combined Sewer System. Fees are calculated by the Utilities Department based on proposed ESD (equivalent single dwelling units) load – credits given for existing status. Either Combined Sewer Development fee or sewer development fees are charged not both.

 

Construction Debris Fee

Charged if the project value is $250,000 or more or has a scope of work covered by the California Green Building Code.

 

Downtown, Richards Boulevard, and Railyards Impact fee

Due if the project falls in the Downtown, Richards Boulevard/River District, or Railyards areas.

 

ESC (Erosion & Sediment Control) Grading

Charged on new site development by acreage. This fee is calculated, assessed and invoiced by Utilities Department staff on commercial projects.

 

Housing Impact Fee

Charged on new residential units as established in the Mixed Income Housing ordinance (City Code 17.712)

 

Housing Trust Fund (HTF)

Charged according to the Housing Trust Fund fee detail and tables F, G, and H.

North Natomas Community Plan Area:

  • The fee is charged based on the “1986 North Natomas Community Plan Land Use Category” multiplied by the gross square footage of the development project. Refer to the HTF fee detail for more.

The Rest of the city:

  • In areas of the city not designated as North Natomas the HTF is charged on all new non-residential construction, additions, and changes of established use. Refer to the HTF fee detail for more.

 

 

Housing Trust Fund Administration Fee

Charged anytime the Community Development Department (CDD) Charges the HTF fee.

 

Jacinto Creek fees

This fee may be due if the project is located within the Jacinto Creek area. Calculation, assessing and invoicing of this fee is the responsibility of the Department of Public Works per city code section 18.28.100.

 

Landscape Review Fee

Charged if the submitted plans include landscape sheets.

 

North Natomas Fees

If the project falls within the North Natomas Planning Area, North Natomas Development Impact Fees may be due. Calculation, assessing and invoicing of this fee is the responsibility of the Department of Public Works per city code section 18.24.100.

 

Plan Review - Expedite

Charged when expedited plan review services are requested and provided by the city.

 

Public Works Fee

This fee is calculated by Public Works Staff in the Development Engineering section. The fee is a function of the number of plan review hours expended reviewing the project.

 

Residential Construction Tax

Charged based on the number of bedrooms per unit (1, 2, or 3 + bedrooms). This fee would be charged for commercial occupancies such as apartments, and condos.

 

Sewer Development Fee

Applies to projects which require a new sewer tap or increase the size of an existing tap. Fees are calculated by Utilities Department based on proposed ESD (equivalent single dwelling units) load credits may be given for existing status. Either Combined Sewer Development fee or sewer development fees are charged not both.

 

Sacramento Area Flood Control Agency Development Impact Fee (SAFCA-DIF)

Assessed on all projects which create new Damageable square footage and exist within the designated SAFCA-DIF area.

 

South Natomas FBA fee

Projects which fall within the South Natomas FBA area must pay this fee.

 

South Natomas SNCIF fee

Projects which fall within the SNCIF area must pay this fee.

 

Utilities Fee

This fee is calculated by Utilities Department Staff in the Utilities Development Services section. The fee is a function of the number of plan review hours expended reviewing the project.

 

Water Development Fee

May be due depending on the use history for the parcel combined with the proposed use. This fee is calculated, assessed and invoiced by Utilities Department staff of commercial projects.

 

Water Meter Fee

Fee varies based on water service size which dictates the required meter size. This fee is calculated, assessed and invoiced by Utilities Department staff of commercial projects.

 

Water Supply Test/Analysis

 

This fee may be assessed as needed by the Utilities Department staff, or the Fire Department staff. It can be needed for several reasons. In all cases the Utilities Department staff is responsible for assessment and invoicing.
