Commercial Remodel

Projects where an existing previously occupied commercial space is being remodeled (a Tenant Improvement is an improvement of a never before occupied space).

Remodels can be either a change of occupancy or a remodel of a space with no change to the occupancy. All remodels whether changes of use or not must be approved by the planning department to enter Building Plan Review. This approval should be in the form of a Planning Referral Sheet.

Regional Sanitation

Proof of payment is required for proposed uses which represent an increased sanitation flow compared to the existing use. An example of increase in flow is existing office to a restaurant, salon, dry cleaner, brewery or delicatessen. We require a regional Sanitation receipt for all remodels which could conceivable owe.

Due in some Circumstances on Commercial Remodel Permits:

Circumstance under which fee is due:

 

Administrative Processing fee

Charged on all none Minor permits with a project value of $7,000 or great.

 

City Operations Tax

Only charged if a California licensed contractor is the permit holder.

 

Construction Debris Fee

Charged if the project value is $250,000 or more or has a scope of work covered by the California Green Building Code.

 

Downtown, Richards Boulevard, and Railyards Impact fee

Charged if the project involves a change to a use considered more intensive from a price per square foot fee perspective.  An example would be office to retail or industrial to office or retail.

 

Fire Department Inspection Fee

Only appropriate if the permit requires Fire Department field inspection. The required application specific field is populated at plan submission by Building Division staff. The final fee is calculated and assessed by Fire Department Staff.

 

Fire Department Review Fee

This fee is exclusively calculated and assessed by the Fire Department, and varies based on the number of hours expended in Plan Review.

 

Fire Department Administrative Fee

This fee is exclusively calculated and assessed by the Fire Department.

 

 Housing Impact Fee

Charged on new residential units as established in the Mixed Income Housing Ordinance (City Code 17.712)

 

Housing Trust Fund (HTF)

If the project involves a change in use the HTF fee may be due. The fee is charged in  very different ways depending on whether the property is in North Natomas or the rest of the city limits.

North Natomas Community Plan Area:

  • The fee is charged based on the “1986 North Natomas Community Plan Land Use Category” multiplied by the gross square footage of the development project. Refer to the HTF fee detail for more.

The Rest of the city:

  • In areas of the city not designated as North Natomas the HTF is charged on all new non-residential construction, additions, and changes of established use. Changes of established use can come in the form of a first time Tenant Improvement for a use different than the use established by a shell building permit or as a remodel of an existing commercial space involving a change of use, to a more intensive use. . Housing Trust Fund Administration Fee

Charged anytime the Community Development Department (CDD) Charges the HTF fee.

 

Jacinto Creek fees

This fee may be due if the project is located within the Jacinto Creek area. The fee can be triggered with changes of use. Calculation, assessing and invoicing of this fee is the responsibility of the Department of Public Works per city code section 18.28.100.

 

Landscape Review Fee

Charged if the submitted plans include landscape sheets.

 

North Natomas Fees

If a Remodel falls within the North Natomas Planning Area, and is a Change of use North Natomas Development Impact Fees may be due. Calculation, assessing and invoicing of this fee is the responsibility of the Department of Public Works per city code section 18.24.100.

 

Park Impact Fee

Charged if the project involves a change to a use considered more intensive.  An example would be retail to office.

 

Public Works Fee

This fee is calculated by Public Works Staff in the Development Engineering section. The fee is a function of the number of plan review hours expended reviewing the project.

 

Sacramento Area Flood Control Agency Development Impact Fee (SAFCA-DIF)

SAFCA-DIF fees can be due if the project results in the creation of new Damageable square footage.

 

Sacramento Transportation Authority (STA) fee

The STA fee can be due on changes of use in two situations. When an STA fee was never previously paid or when the proposed use has a higher fee rate associated with it.

 

Sacramento Transportation Authority Administration Fee

Charged whenever CDD charges the STA fee.

 

Strong Motion Fee

If the “Building” discipline will field inspect the project.

 

Utilities Fee

This fee is calculated by Utilities Department Staff in the Utilities Development Services section. The fee is a function of the number of plan review hours expended reviewing the project.

 

Water Development Fee

Only due on a Commercial Remodel when the Domestic Water Supply line is enlarged as part of the project. This fee is calculated, assessed and invoiced by Utilities Department staff of commercial projects.

 

Water Meter Fee

This fee is only due on a Commercial Remodel when the Domestic Water Supply line is enlarged as part of the project, and a new water meter is required to match the new water line size. This fee is calculated, assessed and invoiced by Utilities Department staff of commercial projects.

 

Water Supply Test/Analysis

This fee may be assessed as needed by the Utilities Department staff, or the Fire Department staff. It can be needed for several reasons. In both cases the Utilities Department staff is responsible for assessment and invoicing.
