Commercial Remodel

Projects where an existing previously occupied commercial space is being remodeled (a Tenant Improvement is an improvement of a never before occupied space).

Remodels can be either a change of occupancy or a remodel of a space with no change to the occupancy. All remodels whether changes of use or not must be approved by the planning department to enter Building Plan Review. This approval should be in the form of a Planning Referral Sheet.

Regional Sanitation

Proof of payment is required for proposed uses which represent an increased sanitation flow compared to the existing use. An example of increase in flow is existing office to a restaurant, salon, dry cleaner, brewery or delicatessen.

 

Technology Fee

 

Due in some Circumstances on Commercial Remodel Permits:

Administrative Processing Fee

Charged on all none Minor permits with a project value of $7,000 or greater.

 

City Operations Tax

Only charged if a California licensed contractor is the permit holder.

 

Combined Sewer Fee

Charged to projects which will impact the City’s Combined Sewer System. Fees are calculated by the Utilities Department based on proposed ESD (equivalent single-family dwelling units) load. Credits given for existing status. Either Combined Sewer Development Fee or Sewer Development Fee are charged, not both

 

Construction Debris Fee

Charged if the project value is $250,000 or more or has a scope of work covered by the California Green Building Code.

 

Downtown, River District, and Railyards Impact fee

Charged if the project involves a change to a use considered more intensive. An example would be office to retail or industrial to office or retail. For details email NotifyPIF@cityofsacramento.org

 

Fire Department Inspection Fee

Only appropriate if the permit requires Fire Department field inspection. The final fee is calculated and assessed by Fire Department Staff.

 

Fire Department Review Fee

This fee is exclusively calculated and assessed by the Fire Department, and varies based on the number of hours expended in Plan Review.

 

Fire Department Administrative Fee

This fee is exclusively calculated and assessed by the Fire Department.

 

Housing Trust Fund (HTF)

Charged if the project involves a change to a use considered more intensive.

 

Housing Trust Fund Administration Fee

Charged anytime the Community Development Department (CDD) Charges the HTF fee on records that were applied for prior to 4/15/2017.

 

Jacinto Creek fees

This fee may be due if the project is located within the Jacinto Creek area. The fee can be triggered with changes of use. Calculation, assessing and invoicing of this fee is the responsibility of the Department of Public Works per city code section 18.28.100. Landscape Document Package Application Fee

Charged if the submitted plans include landscape sheets.

 

Park Impact Fee

Charged if the project involves a change to a use considered more intensive. For more information, email RCostantino@cityofsacramento.org

 

Plan Review – Expedite (Building Division)

Charged when expedited plan review services are requested and provided by the Building Division. This is an optional service.

Planning Division, Inspection Fee

Charged on building permits for which field inspections are performed by the Planning Division. The fee is based on the project valuation:

 

Planning Division, Mitigation Monitoring Fee

Charged on building permits for which field inspections are performed by the Planning Division regarding a mitigated environmental Entitlement requiring a monitoring plan.

 

Planning Division, Plan Review Fee

Charged on building permits which require plan review by the Planning Division. This fee is based on project valuation:

 

Public Works Fee

This fee is calculated by Public Works Staff in the Development Engineering section. The fee is a function of the number of plan review hours expended reviewing the project.

 

Sacramento Area Flood Control Agency Development Impact Fee (SAFCA-DIF)

SAFCA-DIF fees can be due if the project results in the creation of new Damageable square footage.

 

Sacramento Transportation Authority (STA) fee

The STA fee can be due on changes of use in two situations. When an STA fee was never previously paid or when the proposed use has a higher fee rate associated with it.

 

Sacramento Transportation Authority Administration Fee

Charged whenever CDD charges the STA fee.

 

Strong Motion Fee

Charged if the project requires structural plan review.

 

Transportation Development Impact Fee (TDIF)

Utilities Fee

This fee is calculated by Utilities Department Staff in the Utilities Development Services section. The fee is a function of the number of plan review hours expended reviewing the project.

 

Utilities Fee – Expedited Plan Review

This is an optional fee for Over the Counter or Expedited Plan Review performed by the Department of Utilities on building permit applications.

 

Water Development Fee

Only due on a remodels when the Domestic Water Supply line is enlarged as part of the project. This fee is calculated, assessed and invoiced by Utilities Department staff of commercial projects.

 

Water Meter Fee

This fee is only due on a remodel when the Domestic Water Supply line is enlarged as part of the project, and a new water meter is required to match the new water line size. This fee is calculated, assessed and invoiced by Utilities Department staff of commercial projects.

 

Water Supply Test/Analysis

This fee may be assessed as needed by the Utilities Department staff, or the Fire Department staff. It can be needed for several reasons. In both cases the Utilities Department staff is responsible for assessment and invoicing

 

65th Street Fee

Charged if the project falls within the 65th Street area and involves a change to a use considered more intensive than the previous use. For more information email NotifyPIF@cityofsacramento.org
