EMERGING BUSINESS ENTERPRISE (EBE) SIZE STANDARDSDefinition An Emerging Business Enterprise (EBE) is a small, Small Business Enterprise (SBE), the difference being only in the "size" of the two business types. The City of Sacramento utilizes the State of California, Department of General Services (DGS), Office of Small Business and DVBE Certification (OSDC) economic and size standards for a Small Business Enterprise, as a foundation for its EBE definition. The City's EBE economic standards, industry by industry, has been established as being not greater than 50% of the State's Small Business Enterprise economic size standards in effect on December 1, 1998. Size Standards EBE economic size standards have been established in the same four business classification selections as provided on the SBE Certification Application. To see if your firm qualifies for consideration as an Emerging Business Enterprise (EBE), click on the applicable business classification link.
