 BACKGROUND

On May 17, 2013, the City of Sacramento's Trade & Education Office in Chongqing was formally opened in the headquarters building of the Chongqing Foreign Trade and Economic Relations Commission (COFTEC).

The seeds of the relationship between Sacramento and Chongqing were sown on July 23, 2012, when a delegation led by COFTEC President Wang Yi visited Sacramento to sign the Chongqing–Sacramento Memorandum of Understanding (MOU) on Strategic Economic and Trade Cooperation. The signing ceremony took place in Sacramento’s City Hall and was attended by Sacramento Mayor Kevin Johnson, several members of the Sacramento City Council, Sacramento City Manager John Shirey, and numerous public officials and business leaders from the Sacramento area.

The MOU established a framework for creating partnerships between the public, private and educational institutions in both cities. In addition, it signaled the intention of both sides to pursue potential investment opportunities focused on clean energy technology, agriculture and food safety, and education.

"Sacramento and Chongqing share the common goals of creating vibrant and diversified economies that focus on emerging growth sectors, including the green sector and education,” Mayor Johnson said at the time. “As the state policy headquarters of California, Sacramento is a leader in sustainability, with a rich history in farming and manufacturing and world-class research and development potential. This is a global collaboration that aligns perfectly."

"Chongqing Municipality is looking forward to a long term relationship with the California State Capital City of Sacramento,” said Wang Yi, President of Chongqing Foreign Trade and Economic Relations Commission. "Together, we will work diligently to build a solid foundation that will be mutually beneficial to both cities, its people, its businesses, and its educational institutions."

On August 14, 2012, the Sacramento City Council passed without dissenting vote Resolution 2012-305 ratifying a Memorandum of Understanding with the Chongqing Foreign Trade and Economic Relations Commission, directing the City Manager to establish a Sacramento Office of Trade and Education in Chongqing to develop a two-way business and education “bridge” between the two cities, and approved the use of General Fund Administrative Contingency funds for that purpose.

The Sacramento Trade & Education Office in Chongqing is a cooperative venture of the City of Sacramento’s Economic Development Department and the California-Chongqing Trade and Commerce Organization (CACQ). Its purpose is to build lasting commercial and cultural links between Chongqing and the Sacramento region in California’s Central Valley by fostering face-to-face exchanges between businesses, educational institutions and public officials in the respective municipalities.
