Aggie Square is a $1.1 billion proposed project located at Stockton Boulevard and Second Avenue in Sacramento, mostly on property owned by UC Davis. It would expand the university’s Sacramento campus, creating a state-of-the-art hub for research, innovation and education.
The Sacramento City Council is scheduled to vote April 6th on a groundbreaking Community Benefits Partnership Agreement (CBPA) to ensure the Aggie Square project on the UC Davis Sacramento campus not only boosts the economy of the region but also provides meaningful access to jobs, affordable housing and other benefits for residents of the surrounding neighborhoods.
The proposed agreement between the City, UC Davis and Wexford Science & Technology includes inclusive economic development measures that reflect community priorities, including: creation of an affordable housing fund with a minimum of $50 million for the Stockton Boulevard corridor; prioritizing local residents for entry-level and higher-wage jobs and providing training pathways to those jobs; and improving biking, walking and transit access around the UC Davis Sacramento campus on Stockton Boulevard. Beyond these commitments, an ongoing Aggie Square community partnership and fund will also be established, creating additional opportunities for community participation and partner accountability.
On April 6th , the Council will also review the financing documents for the Enhanced Infrastructure Financing District for the project and the Preliminary Business Term Sheet for reimbursement of $30 million in infrastructure costs from the EIFD proceeds generated by the project.
Who are the partners in Aggie Square?
Aggie Square is a public-private partnership between University of California, Davis, Wexford Science and Technology and the City of Sacramento. The project was first announced in April 2018.
What does the project include?
The project includes the construction of four large buildings – approximately 1 million square feet -- that would be used for classrooms, public and privately funded research labs, commercial office space and student housing. Aggie Square also would feature public plazas and other outdoor areas that would connect the campus to the community.
What is the City of Sacramento’s involvement?
The Sacramento City Council on Oct. 27, 2020 unanimously adopted a “resolution of intent” to create an “Enhanced Infrastructure Financing District” to assist in the funding of the $1.1 billion project. As part of the EIFD, the City would redirect $30 million in future property taxes generated by Aggie Square back into the development of the project.
In addition, at least 20 percent of the property taxes generated by the development on the coming decades would be slated to help create affordable housing in the area.
What are the economic benefits of Aggie Square?
Aggie Square will generate significant economic benefits to the community, the City and the region.
In the short term, Aggie Square is expected to bring more than 5,000 construction jobs to Sacramento. When fully built out, it would add approximately $5 billion annually and 25,000 ongoing jobs to the six-county region, according to a July 2020 financial analysis.
Of these regional economic benefits, approximately $3.3 billion annually and 15,600 ongoing jobs would be added to the Sacramento County economy. City of Sacramento revenues are estimated to be increased by approximately $5 million annually.
If approved, when would construction start?
If the project receives all the necessary approvals from the University of California Regents and the City of Sacramento, construction could begin in the first half of 2021.

Since 2018, UC Davis, Wexford and Councilmembers Jay Schenirer and Eric Guerra – who represent the neighborhoods near the campus – have held approximately 50 community and stakeholder meetings to hear from residents, business owners and others to discuss concerns about displacement, gentrification and affordable housing.
Council members have pledged to adopt a community benefit agreement that will ensure that residents and businesses in the surrounding Stockton Boulevard corridor benefit from Aggie Square through training and educational opportunities, jobs and affordable housing, among other community priorities.
The benefit agreement will be brought to Council at the same time it takes its next action on the EIFD, which is expected in January 2021.
The Aggie Square Public Financing Authority, which formed in fall 2020 and includes members of the public, also will help oversee project funding.
