Audit Staff
Jorge Oseguera (City Auditor) - In early March 2010, Jorge Oseguera became Sacramento's first Council appointed City Auditor. Mr. Oseguera reports directly to the Mayor and City Council and is responsible for the direction and management of the Office of the City Auditor.
Prior to Sacramento, Mr. Oseguera worked for the San Jose City Auditor's Office and conducted performance audits from 2001 to 2010. During that time, Mr. Oseguera worked on a variety of audit projects, including fleet management, grant oversight, debt management, and health benefits. His efforts identified well over $50 million in savings and resulted in enhanced City service delivery and improved accountability. Mr. Oseguera has also served in two municipal peer reviews and issued compliance statements to attest to their adherence to Generally Accepted Auditing Standards.
Mr. Oseguera's work has been recognized by the Association of Local Government Auditors with the 2001 Special Project Award, the 2004 and 2005 Knighton Award Honorable Mention, and most recently received the Association's highest honor, the 2008 Gold Knighton Award.
Mr. Oseguera holds a Master of Public Administration degree from Syracuse University and a Bachelor of Arts in Political Science/Public Administration from California State University Stanislaus. He is also an alumnus of the Sacramento Chicano Latino Youth Leadership Project, and a Public Policy and International Affairs Fellow of the University of Washington.

Scott Herbstman (Auditor) - In July 2010, Scott Herbstman joined the Sacramento City Auditor’s Office. Prior to Sacramento, he worked for nearly three years at the Bureau of State Audits. While there, he conducted performance and compliance audits of various California issues and programs.
Mr. Herbstman holds a Bachelor of Arts in Print Journalism from American University and a Master of Public Policy from the University of Southern California. While in graduate school, he worked for the City of Long Beach’s affordable housing program. Prior to working in government, Mr. Herbstman worked for five years as a newspaper reporter in the Midwest and East Coast.

Laura H. Peth (Auditor) - In November of 2010, Laura H. Peth joined the Sacramento City Auditor’s Office. Prior to joining the City of Sacramento, she worked for over three years at the California Bureau of State Audits. While there, Mrs. Peth audited the State of California’s comprehensive annual financial reports and completed performance audits of various California issues and programs.
Mrs. Peth holds a Bachelor of Arts in Economics with distinction from San Diego State University. While earning her degree, she analyzed budget information for the university’s Telecommunication and Network Services Department. Prior to working in government, Mrs. Peth held various administrative positions in the manufacturing, non-profit and newspaper advertising sectors.

Felicity Wood (Auditor) – Felicity T. Wood joined the Sacramento City Auditor’s Office in November 2010. Previous experience includes managing a three-year continuous improvement project on internal control over financial reporting for part of the TOYOTA Group, consulting on Sarbanes-Oxley for other major California companies, and reviewing agencies’ compliance with federal grants and state law for the California Bureau of State Audits. In addition, she interned with the Los Angeles County Metropolitan Transit Authority, has been an adjunct professor for Los Rios Community Colleges, and lectured at the University of Southern California and other venues on internal controls.
Ms. Wood holds a Master’s in Urban Planning, specializing in regional development, from the UCLA School of Public Affairs and a Bachelor of Arts in Urban Studies from the University of Pennsylvania. Ms. Wood has earned from the Institute of Internal Auditors the designation of a Certified Internal Auditor (CIA) and also has a Certification in Control Self Assessment (CCSA).
Ms. Wood founded and coordinates her local neighborhood watch group, and previously served on the South Sacramento Community Planning Advisory Council.
