Faxed Applications
This program allows applicants to request certain types of building permits via fax. The permit can then be picked up at the Permit Counter. Contractor's may register for the Fax Back Program and have their completed permit sent back to them via fax. To register you must come into the Permit Counter with a completed Fax Back Registration Form, a credit card to be kept on file, and proof of identification.
Types of Permits Available Via Faxed Application
- Reroofs (excluding tile) *
- Sidings
- Heating and air conditioning installations(HVAC)
- Water heaters
- Electric services change
- New electric circuits
- Re-wiring
- Water service replacement
- Sewer service replacement
- Gas line replacement
- Re-plumbing
- Public utility safety inspections
* Reroof Permits may be for both commercial and residential buildings. All other types of applications are for residential uses only.
Applying for a Permit
The application form is available one of two ways:
- Call 311 to have an application form faxed.
- Download the form
Additional items that should be included with your application:
- If you are the property owner you will need to complete the Owner Verification Form.
- All applications for Reroofs and HVAC permits now require a completed Title 24 Energy Code Alteration Form (CF-1R-ALT). Depending on the scope of your project additional energy forms may be required.
- Only contractor's and property owner's can apply for a permit. If you are acting as an agent for the property owner or the contractor you must have the contractor or property owner complete the appropriate authorization form.
If you are applying for a reroof or hvac permit and the project is within a design review area, please complete the appropriate questionnaire.

Please use a separate form for each application.
Complete the application form and any additional documents and fax it to 916-808-1901.
Make sure the contract price section and description of the project section are completed. If the applicant is a contractor with employees or homeowner employing someone other than a licensed contractor, proof of worker's compensation insurance is required. This can be submitted with the application, or when the permit is picked up.
Picking up the permit
Faxed permit requests are processed within one workday after they are received. The applicant will receive a call when the permit is ready, and be notified of the fees that are due. The applicant will be notified if the application cannot be processed via the fax program due to special requirements.

If you are the person who signed the faxed or emailed permit application you may go straight to cashiering to recieve your permit- standing in line for the counter staff is not necessary. However, if your identification does not match the signature on the permit application you will be required to wait to see a staff member at the Permit Counter.
When to start permit work
Do not start work until after receiving the completed building permit. Work started before a building permit is issued will be subject to a quad fee, which is four times the original permit fee. Having a faxed permit application that is in process will not exempt you from these penalty fees.
