Sacramento Streamline Program
Community Development has embarked on numerous changes to make the building permit process easier —it will save time, money and trips to the public counter. Sacramento Streamline improvements will happen in stages, over the next several months, so stay in touch as these updates become available.
Improvements Now Available
- Appointment Scheduling Program - NEW
Stop waiting for your number to be called! The City’s Community Development Department is now offering
appointments for select services, including:
• First time submittals
• Resubmittals
• Sign and revision submittals
• Permit pickups
• Building plans that are ready-to-issue
Appointment times are available on Tuesdays and Thursdays between 8 and 9 a.m. and 2 and 4 p.m.
To schedule an appointment, download the customer information sheet to get the full details on what's required and who to contact.
- ePlan Check - NEW
Commercial building plans can now be submitted electronically, reducing the need to submit hard copy building plans. Plans can be placed on disk or thumb drive and submitted at the public counter. To get started, download the following documents.

- Express Lane at the Public Counter
An express lane is now available for customers who have simple quick requests. Visit the public counter for more information.
- Solar Flat Fee
As part of the City of Sacramento’s ongoing commitment to incentivize solar energy and streamline the permitting process, residential and commercial solar permitting fees have been reduced, saving up to up to 77 percent in permit costs. The newly adopted fee schedule, now based on a flat fee system, can be used for both residential and commercial projects. Guide to Streamlined Solar Photovoltaic and Water Heating Permits

Upcoming Changes
- E-Permitting
We will soon begin to process minor permits (including small-scaled solar permits) and currently are working on the payment module to allow the entire permitting process to occur from our customer’s home or office. We plan to launch this effort for minor permits by the end of the year, with the payment capability available mid-2012.
- Creation of an Expedited Plan Review Process for “Pre-Approved” Customers
Rolling out early next year is a program that will allow “pre-approved” customers the ability to register to receive expedited plan review. Details are in the early stages of development.
