The Mechanical and Plumbing Code Advisory and Appeals Board was created by the City Council. Its powers and duties include determining the suitability of alternate materials and methods of construction and providing reasonable interpretations of the following codes, as they are currently written or as they may be amended in the future: A. 2001 California Mechanical Code; B. 2001 California Plumbing Code.
The board’s powers and duties shall extend to any code or codes duly adopted by the California Building Standards Commission that supersedes the 2001 California Mechanical and Plumbing Codes.

Notice to the Public
You are welcomed and encouraged to participate in this meeting. Public comment is taken as noted on the agenda.
Notice to Lobbyists: When addressing the Board you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160). Speaker slips are located in the lobby of the hearing room and should be completed and submitted to the Board Secretary.
Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations.
The order of agenda items is for reference only; agenda items may be taken in any order deemed appropriate by the government bodies. The agenda provides a general description and staff recommendations; however, the governing body(ies) may take action other than what is recommended. Action: Public comment provided by Jeff Juarez of LPA Sacramento, on behalf of Loftworks Sutter Townhomes Partners, LP. Moved and seconded (Yoshpe, Risse, 3-0-0) to deny the appeal and direct staff to prepare an official decision for approval by the board at its next meeting.

Questions, Ideas, and Announcements of Commission Members
- Board Member Yoshpe asked staff to schedule a report-back at a future meeting of the board, to discuss proposed amendments to the City’s high-rise codes. Carl Hefner stated that he would work with Jim Tedford of Development Services’ fire plan review unit to bring draft amendments and a staff report to the board as soon as possible.
- Board Members Yoshpe, Risse and Schouweiler encouraged staff to use the board as an advisory body on issues requiring vetting.
