The Development Oversight Commission (DOC) is a commission of the City Council with review and recommendation authority. Its purpose is to provide a forum for the public to introduce and discuss suggestions, comments, and concerns regarding the City's Development Services function. The DOC will host public meetings to hear public comments before providing its recommendations to City Council.
Notice to the Public
You are welcomed and encouraged to participate in this meeting. Public comment is taken (3 minutes maximum) on items listed on the agenda when they are called. Public comment on items not listed on the agenda will be heard at the end of the meeting as noted on the agenda. Comments on controversial items may be limited and large groups are encouraged to select 3-5 speakers to represent the opinion of the group.
Notice to Lobbyists: When addressing the Commission you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160).
Speaker slips are located in the lobby of the hearing room and should be completed and submitted to the Commission Secretary.
Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations.
The order of agenda items is for reference; agenda items may be taken in any order deemed appropriate by the Commission. The agenda provides a general description and staff recommendations; however, the Commission may take action other than what is recommended. The agenda is available for public review on the Wednesday prior to the meeting. Hard copies of the agenda, synopsis, and staff reports are available from the Community Development Department at 300 Richards Boulevard, 3rd Floor (.25 cents per page) , during regular business hours or can be downloaded at www.cityofsacramento.org/dsd.
Meeting facilities are accessible to persons with disabilities. If you require special assistance to participate in the meeting, notify the Community Development Department at (916) 264-5011 at least 48 hours prior to the meeting.

Minutes from September 15, 2010 Meeting
Location: Citywide
Recommendation: Approve Commission Minutes from September 15, 2010

Action: Unanimous vote (7:0:0) to approve minutes.

Director’s Update – Activities of the Community Development Department (Oral)
Location: Citywide
Recommendation: Receive and File - Status report on proposed amendments to Zoning Code, design standards, and other development-related regulations; Community Development Department organizational and operational changes, work program, and training program; and similar matters.

Action: Max Fernandez updated the commission on the City Council meeting, specifically the auditor’s update and the audit report that became a public document last week.

Development Oversight Commission (DOC) & City Manager’s Office Facilitated Workshop regarding Commission’s Goals and Objectives (Oral)
Location: Citywide
Recommendation: Review and Comment- Conduct facilitated workshop regarding goals and objectives of the DOC

Action: Max Fernandez summarized the key discussion points from the last workshop focusing on the re-tooling of the DOC and thinking about economic recovery. The commission discussed how they could re-constitute a group that would advise both on development issues and economic development issues. Jim Rinehart from the Economic Development Department was introduced to the commission and spoke about future goals for a commission or advisory body to reflect city needs. Max noted that the city has an internal group called the Think Tank, that meets on a regular basis to discuss economic recovery. This group includes people from Economic Development, Community Development, Transportation, and the Utilities department. City Staff will propose this idea to the Think Tank group to get feedback. They would then invite the entire Think Tank group to the next DOC meeting on November 10, 2010 to discuss the feedback. The commission will also decide at the next meeting when to present a recommendation to City Council.
