The City Planning Commission was created by the City Council. Its powers and duties include: to develop and maintain the General Plan; to make recommendations to the City Council on amendments to the General Plan and the City’s zoning code and on zoning changes; to act upon applications for tentative subdivision maps, special permits and variances; and to make environmental determinations associated with these actions.

Notice to the Public

You are welcomed and encouraged to participate in this meeting. Public comment is taken (3 minutes maximum) on items listed on the agenda when they are called. Public Comment on items not listed on the agenda will be heard at the end of the meeting as noted on the agenda. Comments on controversial items may be limited and large groups are encouraged to select 3-5 speakers to represent the opinion of the group.

Notice to Lobbyists: When addressing the Commission you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160).

Speaker slips are located in the lobby of the hearing room and should be completed and submitted to the Commission Secretary.

Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations.

The order of agenda items is for reference; agenda items may be taken in any order deemed appropriate by the Commission. The agenda provides a general description and staff recommendations; however, the Commission may take action other than what is recommended. The agenda is available for public review on the Friday prior to the meeting. Hard copies of the agenda, synopsis, and staff reports are available from the Development Services Department at 300 Richards Boulevard, 3rd Floor (25 cents per page), during regular business hours or can be downloaded at www.cityofsacramento.org/dsd.

    Action: Moved, seconded, and carried (Notestine/Contreraz; 8:0:0) to approve minutes.



  2. Director’s Report  
    Location: (Citywide)
    Recommendation: Receive and File- Status report on pending development applications and appeals; proposed amendments to Zoning Code, design standards, and other development-related regulations; Community Development Department organizational and operational changes, work program, and training program; and similar matters.

    Action: Received and Filed. Tom Pace updated the commission on the consolidation between the Planning Department and Development Services Department.  Tom also informed the commission that the City of Sacramento General Plan has received an award from the Sacramento Valley Section of the American Planning Association (APA) and has been nominated for State recognition.  Tom gave an update that there will be a series of public workshops for the proposed zoning code changes within the next few weeks.  David Kwong updated the commission on some projects including the 38th Street Map which council upheld the Planning Commissions approval, and discussed the Department of Transportation sponsored workshop for the R Street Corridor.   Bill Crouch mentioned that Tuesday May 19th the Council will be reviewing the Urban Design Guidelines.

Public hearings may be reordered by the Chair at the discretion of the Committee. If you challenge the decision of this Commission you may be limited to raising only those issues that are raised in this hearing or in written correspondence received by the agency prior to the hearing.

Staff Reports

Staff reports include oral presentations including those recommending receive and file.

  1. M09-019        65th Street Station Area Study
    Location:       The 65th Street Station Area Plan site is located in the eastern part of the City (see Figure 3.1).  It is bounded by the Union Pacific Railroad (UPRR) right-of-way and Folsom Boulevard to the north, Power Inn Road to the east, 14th Avenue to the south, and 59th Street to the west.  The California State University, Sacramento (Sacramento State) campus and the American River are north of the project area, Granite Regional Park and commercial office uses are east of the project area, and established residential neighborhoods lie to the south and west.  Major regional roadways and national highways bisect the project area including US Highway 50 (US 50); Folsom Boulevard, which becomes part of State Highway 16 east of Power Inn Road; 65th Street; and Power Inn Road/ Howe Avenue.  Rail lines that bisect the project area include Union Pacific and Regional Transit’s Gold Line, Council District 3 and 6.

  1. LR09-007        Review of City FY 2009/14 Capital Improvement Program (CIP) for Consistency with the 2030 General Plan
    Location:      (Citywide)
    Recommendation: Forward a Report to Council on the Conformity of the Program with the City’s General Plan.

    Action: Moved, seconded, and carried (Notestine/Bartholomy; 7:1:0, Mendez abstained) to approve staff recommendations.



  2. LR09-008        2030 General Plan – Annual Reporting
    Location:        Citywide
    Recommendation: Review and Comment.

Questions, Ideas and Announcements of Commission Members

  1. Commissioner Wasserman announced that May 29th and June 5th , from 9:00 a.m.-11:00 a.m. at 300 Richards Boulevard, conference room R221, he would be conducting a training session with Community Development Department staff on design review.  Commissioner Wasserman invited all commissioners to attend.
