The City Planning Commission was created by the City Council. Its powers and duties include: to develop and maintain the General Plan; to make recommendations to the City Council on amendments to the General Plan and the City’s zoning code and on zoning changes; to act upon applications for tentative subdivision maps, special permits and variances; and to make environmental determinations associated with these actions.

Notice to the Public

You are welcomed and encouraged to participate in this meeting. Public comment is taken (3 minutes maximum) on items listed on the agenda when they are called. Public Comment on items not listed on the agenda will be heard at the end of the meeting as noted on the agenda. Comments on controversial items may be limited and large groups are encouraged to select 3-5 speakers to represent the opinion of the group.

Notice to Lobbyists: When addressing the Commission you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160).

Speaker slips are located in the back of the hearing room and should be completed and submitted to the Commission Secretary.

Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations.

The order of agenda items is for reference; agenda items may be taken in any order deemed appropriate by the Commission. The agenda provides a general description and staff recommendations; however, the Commission may take action other than what is recommended. The agenda is available for public review on the Friday prior to the meeting. Hard copies of the agenda, synopsis, and staff reports are available from the Community Development Department at 300 Richards Boulevard, 3rd Floor (25 cents per page), during regular business hours or can be downloaded at www.cityofsacramento.org/dsd.

Public Comments - Matters not on the Agenda

None

Questions, ideas and Announcements of Commission Members

  1. Commissioner Mendez requested that the adoption of the commissions’ new rules and procedures be brought before the commission at a meeting soon. 
  2. Commissioner Bartholomy asked if the General Plan rezoning item would be coming back to the commission sometime soon.  Gregory Bitter responded that it would not come before the commission on the next meeting date, however they will be bringing it back in the near future.
  3. Commissioner Yee asked about the Curtis Park Village item and if it was coming before the commission and needed to be concluded during the next meeting due to funding issues.  Requested that further information be provided and perhaps more updates by staff ahead of the meeting date.  Particularly if there is a need to come to a decision before the end of the evening. 
  4. Commissioner Notestine, requested that an item be agendized  for the commission regarding an article in the paper, about big box retailers that consider their parking lots underutilized resources and want to develop more of their parking lots into commercial space.  Commissioner Notestine wants to discuss this with the commission more fully to come up with guidelines based on City policies and code that would streamline the  evaluation of these types of projects.
  5. Commissioner Notestine, is the State APA representative, and as such has information regarding the association. 
  6. Commissioner Notestine will not be in attendance at the commission meetings for approximately the next six weeks. 
  7. Commissioner Declines mentioned the California Cities training opportunity that was forwarded by the City Clerk’s office.  Staff informed the commission that the Community Development Department would be unable to pay for the training.
