The City Preservation Commission was created by the City Council. Its powers and duties include: to develop and recommend to the City Council preservation policies appropriate for inclusion in the General Plan and other regulatory plans and programs of the City and to provide oversight relative to the maintenance and integrity of the Sacramento Register of Historic and Cultural Resources; to review, nominate, and make recommendations to the City Council on properties eligible for listing in the Sacramento Register as Landmarks, Historic Districts and Contributing Resources as set forth in the Historic Preservation Chapter, Title 17, Chapter 17.134, of the City Code; to review and approve preservation development projects of major significance and appeals of Preservation Director decisions per the Historic Preservation Chapter, Title 17, Chapter 17.134, of the City Code.
Notice to the Public
You are welcomed and encouraged to participate in this meeting. Public comment is taken (3 minutes maximum) on items listed on the agenda when they are called. Public Comment on items not listed on the agenda will be heard at the end of the meeting as noted on the agenda. Comments on controversial items may be limited and large groups are encouraged to select 3-5 speakers to represent the opinion of the group.
Notice to Lobbyists: When addressing the Commission you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160).
Speaker slips are located in the lobby of the hearing room and should be completed and submitted to the Commission Secretary.
Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations.
The order of agenda items is for reference; agenda items may be taken in any order deemed appropriate by the Commission. The agenda provides a general description and staff recommendations; however, the Commission may take action other than what is recommended. The agenda is available for public review on the Friday prior to the meeting. Hard copies of the agenda, minutes, and staff reports are available from the Development Services Department at 915 I Street, New City Hall, 3rd Floor (.25 cents per page) , during regular business hours or can be downloaded at www.cityofsacramento.org/dsd.

Recommendation: Forward to City Council – Item A: Review the proposed Historic District nomination to add the proposed Central Shops Historic District, located in the Sacramento Railyards, to the Sacramento Register of Historic and Cultural Resources. Forward to the City Council with Preservation Commission recommendation.

Recommendation: Receive and Provide Direction- Item A: Pre-application review and comment on The Marshall Hotel proposal involving a City Landmark exterior rehabilitation and major expansion, including demolition of adjoining property to north of Landmark structure.

Recommendation:Receive and Provide Direction- Item A: Preservation Commission review and comment on the eligibility of 1901 6th Street as a contributing resource to the South Side Historic District and its proposed demolition as part of the construction of a new mixed used building on the site. Staff also requests the Commission's comments on the design of the proposed new building.

Action: No Public comment. 1st Motion: Moved, seconded, (Beavers, Jacques, 3,3,1 –No - Turner, Hope, Booher, Abstained – Stinson) to recommend to the Preservation Director that the building is eligible for listing on the Sacramento Register as a Contributing Resource of the South Side Historic District. Motion failed. Kathleen Green from the public spoke. Applicant spoke again. 2nd Motion: Moved, seconded, carried, (Hope, Brandt, 5, 1, 1 – No - Turner, Abstained Stinson) to give Staff the Preservation Commission’s comments on the proposed new project.
- M07-074 Hollow Sidewalks Report Back (Oral Report)
Location: Central Business, District 1
Recommendation: Receive and Provide Direction - Report back on initial findings relative to issues of location, condition, applicable policies, ownership, funding, etc., and potential future options involving the "hollow sidewalks" and other related features resulting from raising streets in the central business district during the 1860s and 1870s.

Questions, Ideas, and Announcements of Commission Members
- Fred Turner wanted to know sense he was going to Seattle if the commission would like him to take the hollow sidewalks tour that they have and find out any information.
- Karen had a question about when will they have to have their part of the implemented plan.
- Bruce Booher wanted to know if we where going to recycle the Railyards information in their binders.
- Joe Stinson wanted to know about the informal orientation to bring him up to speed an overview.
