The City Preservation Commission was created by the City Council. Its powers and duties include: to develop and recommend to the City Council preservation policies appropriate for inclusion in the General Plan and other regulatory plans and programs of the City and to provide oversight relative to the maintenance and integrity of the Sacramento Register of Historic and Cultural Resources; to review, nominate, and make recommendations to the City Council on properties eligible for listing in the Sacramento Register as Landmarks, Historic Districts and Contributing Resources as set forth in the Historic Preservation Chapter, Title 17, Chapter 17.134, of the City Code; to review and approve preservation development projects of major significance and appeals of Preservation Director decisions per the Historic Preservation Chapter, Title 17, Chapter 17.134, of the City Code.

Notice to the Public

You are welcomed and encouraged to participate in this meeting. Public comment is taken (3 minutes maximum) on items listed on the agenda when they are called. Public Comment on items not listed on the agenda will be heard at the end of the meeting as noted on the agenda. Comments on controversial items may be limited and large groups are encouraged to select 3-5 speakers to represent the opinion of the group.

Notice to Lobbyists: When addressing the Commission you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160).

Speaker slips are located in the lobby of the hearing room and should be completed and submitted to the Commission Secretary.

Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations.

The order of agenda items is for reference; agenda items may be taken in any order deemed appropriate by the Commission. The agenda provides a general description and staff recommendations; however, the Commission may take action other than what is recommended. The agenda is available for public review on the Friday prior to the meeting. Hard copies of the agenda, minutes, and staff reports are available from the Development Services Department at 300 Richards Blvd, 3rd Floor (.25 cents per page) , during regular business hours or can be downloaded at www.cityofsacramento.org/dsd.

Meeting facilities are accessible to persons with disabilities. If you require special assistance to participate in the meeting, notify the Development Services Department at (916) 808-5908 at least 48 hours prior to the meeting.

Consent Calendar

All items listed under the Consent Calendar are considered and acted upon by one motion. Anyone may request that an item be removed for separate consideration.

  1. Approval of Minutes for October1, 2008

    Recommendation:
      Approve commission Minutes for October 1, 2008.

    Action:  No public comment.

    1st Motion: Moved, seconded and carried (Stinson / Turner; 6:0:0) to approve the October 1, 2008 minutes.

    2nd Motion: Moved, seconded and carried (Brandt / Turner; 6:0:0) to re-open the approval of the October 1, 2008 minutes to amend the minutes to include additional verbiage to the motion for M08-038.

    3rd Motion:  Moved, seconded and carried (Turner / Jacques; 6:0:0) to approve the October 1, 2008 minutes with an amendment to the motion on M08-038  to reflect that the Commission voted to strongly urge the City to take control of the property at 506 S Street.

 

Public Hearings

Public hearings may be reordered by the Chair at the discretion of the Commission. If you challenge the decision of this Commission you may be limited to raising only those issues that are raised in this hearing or in written correspondence received by the agency prior to the hearing.

    Recommendation:
      Review and Comment- on the Public Review Draft of the updated Central City Urban Design Guidelines and Plan, Part One.

  3. M08-043        Committees and Liaisons Updates
    Location:      (Citywide)
    Recommendation:  Receive and File- Updates from Preservation Commission's Dangerous Buildings Committee, Historic Resources Survey Committee, Sacramento Heritage Board Liaison, and McClatchy Park Master Plan Technical Advisory Committee Liaison.

    Action:  Public comment made by Linda Whitney.  Received and filed.  Chair Brandt recommended to staff that a further discussion on the demolition of 506 S Street be added as an agenda item to the January meeting.  Commissioner Mourkas would like to ensure all Preservation Commissioners are notified by the Building Official when a historic resource is to be demolished. Commissioner Mourkas, the Commission's liaison on the McClatchy Park Master Plan Update, reviewed the planning effort to date.

Public Comments- Matters Not on the Agenda

  1. Public comment made by Linda Whitney.  Historic surveys that are submitted to City Council are delayed in being nominated due to the lack of staffing in Preservation.  She stated that the Sacramento Old City Association would be willing to fund an intern to work with City staff on these issues.

Questions, Ideas, and Announcements of Commission Members

  1. Commissioner Turner noted that the Selection Committee will be meeting on December 17th to review the proposals submitted for the historic hollow sidewalks survey.
  2. Commissioner Brandt discussed Proposition 84 and how it will fund parks and recreational facilities in neighborhoods without adequate parkland.  It may also provide funding for historic recreational buildings.
  3. Commissioner Booher announced his resignation from the Commission and that this will be his last meeting as Commissioner.
