The City Preservation Commission was created by the City Council. Its powers and duties include: to develop and recommend to the City Council preservation policies appropriate for inclusion in the General Plan and other regulatory plans and programs of the City and to provide oversight relative to the maintenance and integrity of the Sacramento Register of Historic and Cultural Resources; to review, nominate, and make recommendations to the City Council on properties eligible for listing in the Sacramento Register as Landmarks, Historic Districts and Contributing Resources as set forth in the Historic Preservation Chapter, Title 17, Chapter 17.134, of the City Code; to review and approve preservation development projects of major significance and appeals of Preservation Director decisions per the Historic Preservation Chapter, Title 17, Chapter 17.134, of the City Code.

Notice to the Public

You are welcomed and encouraged to participate in this meeting. Public comment is taken (3 minutes maximum) on items listed on the agenda when they are called. Public Comment on items not listed on the agenda will be heard at the end of the meeting as noted on the agenda. Comments on controversial items may be limited and large groups are encouraged to select 3-5 speakers to represent the opinion of the group.

Notice to Lobbyists: When addressing the Commission you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160).

Speaker slips are located in the lobby of the hearing room and should be completed and submitted to the Commission Secretary.

Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations.

The order of agenda items is for reference; agenda items may be taken in any order deemed appropriate by the Commission. The agenda provides a general description and staff recommendations; however, the Commission may take action other than what is recommended. The agenda is available for public review on the Friday prior to the meeting. Hard copies of the agenda, minutes, and staff reports are available from the Community Development Department at 300 Richards Blvd, 3rd Floor (.25 cents per page) , during regular business hours or can be downloaded at www.cityofsacramento.org/dsd.

Meeting facilities are accessible to persons with disabilities. If you require special assistance to participate in the meeting, notify the Community Development Department at (916) 808-7705 at least 48 hours prior to the meeting.

    Recommendation: Approve the Preservation Commission 2010 meeting dates as the 1st Wednesday of the month.

Public hearings may be reordered by the Chair at the discretion of the Commission. If you challenge the decision of this Commission you may be limited to raising only those issues that are raised in this hearing or in written correspondence received by the agency prior to the hearing.

    Location:

    Recommendation: Approve-
    Item A: Environmental Exemption (Per CEQA 15331); Item B: Preservation review for the demolition, reconstruction of, and additions to a two-story single-family residential structure that was damaged by fire.

    Recommendation: Review and Comment- Commission review of the City of Sacramento's Historic Preservation Program's Draft Certified Local Government (CLG) Annual Report.

  1. M09-040     Historic Resources Survey Committee Report Back (Oral)
    Location:    (Citywide)
    Recommendation: Receive and File- Report Back to Commission on status of historic resources survey work.

    No public comment. Action: Continued to February 3, 2010. See item #6.

 

  1. M09-041    Minimum Maintenance Sub-Committee Update (Oral)
    Location:   (Citywide)
    Recommendation: Receive and File- Update from Sub-Committee.

    No public comment. Action: Continued to February 3, 2010. The February meeting will be used as a workshop for the commission to discuss and review policy items, training, and schedules for the upcoming year. Chair Brandt asked staff to follow-up with Ron O’Conner on the status of the foreclosure ordinance. He also asked the commission to contact Roberta if they have suggestions or policy issues they would like to discuss.

  2. Election of the Chair and Vice Chair of the Preservation Commission for 2010
    Location:  (Citywide)

    No public comment. Action: Tim Brandt was nominated to continue as Chair of the Commission. Melissa Mourkas was also nominated to serve as Chair. Karen Jacques was nominated to continue as vice chair and Melissa Mourkas was nominated for Vice Chair. Election of Chair and Vice Chair will be at the February 3, 2009 meeting.

 

Public Comments- Matters Not on the Agenda

  1. William Burg announced the quarterly Preservation Roundtable meeting that will take place on December 12, 2009 at 9:00 AM at the Old Sacramento School House, www.sacoldcity.org. Following that meeting will be the Sacramento History Museum annual holiday celebration at 101 I Street.

Questions, Ideas, and Announcements of Commission Members

  1. Commissioner Jacques announced that she and Roberta were invited to attend the next Southside Neighborhood Association on December 10th at 6:30pm at Southside Park. They will be there to answer questions, listen to concerns, and help the community understand more about the preservation process.
  2. Commissioner Blunk noted that his public contact information has changed, and that he would still like to receive invitations to events.
  3. Commissioner Mourkas mentioned that she will be presenting the Historic Landscape Presentation (heard at the last Preservation Commission meeting) to the City’s Park Department staff next Wednesday.
  4. Roberta requested assistance from some of the commissioners, no more than 3 commissioners, to prepare policy discussion items for the workshop at the February meeting.
