Project Summary

Long viewed as a regional park asset when the former landfill area has been fully reclaimed and ingress/egress issues solved, the area also has potential for compatible destination development that would unlock continuous access to the American River as in flows through the urban center of the Region. Taken alone and as a discrete planning area, a Sutter’s Landing Area planning effort would be short sighted. Considered and developed as a part of the entire planning effort for the downtown, an exciting, unique and vibrant future could be ensured.

Overall Planning Effort

The first document to identify the landfill as the site of a future regional park was the City’s 1984 Master Plan for Park Facilities and Recreational Services. In November 1995, the City Council changed the zoning designation for the landfill and adopted a Preliminary Master Plan for Sutter’s Landing Park. The current approved park Master Plan was adopted in October 2003. The Park Master Plan places a high priority on developing the western 48-acre West Site – largely free of the constraints related to the closed landfill. In 2005, the City conducted a Feasibility Study which contained detailed engineering information and recommendations about phasing site development.

The City Parks & Recreation Department is moving forward with a $2 million set of interim improvements to Sutter's Landing Park; these improvements include a dog park, park lot, bocce ball, basketball, and handball courts, and a giant chess board. The environmental document is available:

The current planning effort for master planning the 172-acre regional park and the surrounding 100 acres has 3 distinct phases: 1) Background Report; 2) Feasibility Study of Relocating Zoo to Sutter's Landing Park; 3) a new master plan for the Sutter's Land Park (this phase has not yet commenced).

  1. The Background Report was completed in October 2008; the report is solely a resource document and was not presented to the City Council.
  2. The Sutter's Landing Zoo Feasibility Study consultant issued a public review draft report in April 2010; this report will be thoroughly vetted with the community prior to formulation of a staff recommendation and presentation to the City Council.

Background Report

The purpose of the Sutter’s Landing Area Master Plan Background Report is to consolidate all of the information and reports prepared for the Sutter’s Landing Park and surrounding area into one reference document and provide site history for the other parcels proposed to be included in the plan area. The Background Report can be utilized for all future planning efforts, including the Sutter’s Landing Area Master Plan and Zoo Feasibility Study. The Background Report public review draft was released in August 2008.

The Sacramento Zoological Society Long Range Planning Committee identified the Sutter’s Landing Park site as the logical location for a future zoo relocation / expansion.  The City contracted with a zoo facilities consultant to analyze the feasibility of locating the zoo at Sutter’s Landing Park.
