The Northeast Line Implementation Plan
Adopted on March 15, 2011, the Northeast Line 
Implentation Plan is a collection of actions to promote
redevelopment of the light rail corridor that includes
the Globe, Arden/Del Paso and Royal Oaks Stations. The primary goal is to facilitate a mix of housing and other community serving uses that include retail, office, and
other civic and community uses.
This particular light rail corridor is a promising location for
infill development when one considers the reemerging Del
Paso Boulevard, close proximity to Downtown, generous acreage of vacant and underutilized property, and variety
of transportation options.
This is an implementation plan with individual implementation measures that carry out the policies and vision more the 10 years of planning in the area (see “Previous Planning Efforts” below). On March 15, 2011, the Sacramento City Council took the following actions:

- Amended and expanding the Del Paso Boulevard Special Planning District to streamline the regulatory environment for urban development;
- Rezoned land to allow mixed use development with minimal descretionary review;
- Changed the General Plan Land Use designations for consistency with new zoning designations;
- Amended the 2030 General Plan to add new policies to the North Sacramento Community Plan chapter and to establish the Northeast Line Transit Village Development Districts for the Globe, Arden/Del Paso
and, Royal Oaks Light Rail Stations;

- Allowed 100% commercial uses in the Residential Mixed Use (RMX) Zone
when appropriate;
- Updated the North Sacramento Design Guidelines to provide guidance for transit friendly developments;
- Identified strategic, phased infrastructure recommendations to support
initial catalyst development and a realistic projection of growth by 2030
(1,384 dwelling units, and 112,950 square feet of commercial development);
- Amended the General Plan to recognize the existing industrial development to allow and at the same time allow for a future transition to urban development when environmental and economic conditions allow.
