Water/Sewer Line Replacements

Why do I need a permit?

A permit is required to ensure health and safety regulations are met. There are specific code requirements regulating the minimum installation requirements. Inspections will be required throughout the process to ensure compliance. A final inspection will be required once all work has been completed.

Process Overview

Determine Zoning and/or Special Development Considerations:

Before beginning your project, you will need to determine if your property is zoned for your desired use or if there are any special development considerations for your project.

The Planning Division will be able to tell you the zoning of the property or if there are any special considerations for your project. If your project requires special handling, our staff will inform you of the requirements and next steps.

If your proposed project meets the zoning requirements and does not need special considerations, you will typically follow the process given below. If not, staff will inform you of your options.

Application

Information that needs to be supplied:

  • Copy of application stating description of work and contact person, phone and fax number

  • Verify with City of Sacramento, Utility Department whether you are located within CSD-1 or City Utility District

Fees

In order to get a permit, you will need to pay the required permit fees which are based on the contract price of the project.

NOTE: If a detached structure is being added to the sewer service, that has not previously attached to an existing building sewer, and restroom facilities are provided, additional Regional Sanitation fees may be required.

Permit

Who can obtain a permit?

  • Legal property owner(s)

  • Licensed contractor

  • An authorized agent (written consent must be obtained)

Inspections

Inspections will vary depending on the scope and complexities of the project. The following list of inspections, are a guideline only. Additional inspections may be needed:

  • The initial inspection will occur once excavation and the new water or sewer line is installed with the proper slope (sewer line), bedding, and connections

  • The second and/or final inspection will occur once all back filling is completed

Additional Information:

  • Water supply line: The sizing should be in accordance with California Plumbing Code, Chapter 6, tables 6-4, and 6-5, using 30 to 45 psi.

  • The main water service on older structures is the “electrical grounding electrode” and therefore must be replaced with a metallic supply line again or provide some other approved electrical grounding system. If replacing the water line as a “grounding electrode”, the first 10 feet of piping underground and riser from the structure must be copper or galvanized piping, with a interior thread on the metal and exterior threading on the connecting underground pvc or pex piping.

  • Prior to final inspection for sewer line replacement, within the City of Sacramento Utility District, contact customer service at 808-4764, requesting a “check for reuse” inspection. The City of Sacramento, Utility Department will issue a “green” tag, and this will need to be on the job site for the final inspection by the Building Division.

Project Completion
