Where do I submit off-site plans for a residential project?
You may submit your plans at the Permit Counter at 300 Richards Boulevard, 3rd Floor. For more information, please see Plan Check.
Where do I submit plans for a commercial project?
Commercial plans for off-site projects (i.e. off-site utilities, sidewalks, etc.) are handled by the Development Engineering and Finance Division. On-Site projects are to be taken to Planning for review. You may submit your plans at the following location:

What are the differences between, Parcel, Final and Master Parcel Maps?
A parcel map creates four (4) or fewer parcels or five (5) or more parcels if the subdivision complies with any provisions of subsections (a), (b), (c), (d) or (e) of section 66426 of the Subdivision Map Act. A final map creates five (5) or more lots and a master parcel map subdivides large tracts of land into smaller parcels for the purpose of later selling or otherwise transferring the parcels for further subdivision.
A tentative map is approved by the Zoning Administrator, the Planning Commission or by City Council. The California licensed land surveyor or qualifying civil engineer then submits the parcel map, final map or master parcel map in accordance with the Map Process Guidelines to the Development Engineering and Finance division.
The map will be reviewed to insure that it is in conformance with the approved tentative map, that all conditions of approval have been met and that the map complies with requirements of the City Code and the Subdivision Map Act.
What is a lot merger or lot line adjustment?
Lot merger is when two (2) or more contiguous parcels under common ownership are combined into one parcel at the request of the property owner, pursuant to Section 66499.20 3/4 of the Subdivision Map Act.
The lot merger application will be reviewed to insure that all conditions of approval have been met; that it complies with requirements of the City Code and the Subdivision Map Act. The Lot Merger must also comply with all requirements of the Certificate of Compliance Submittal Requirements.
Lot Line Adjustment is for adjusting parcel lines of four (4) or fewer existing adjacent legal parcels under the same or different ownership, where land is taken from one parcel and is added to an adjacent parcel, and where a greater number of parcels other than originally existed is not thereby created.
A Lot Merger or Lot Line Adjustment must first be approved by the Zoning Administrator. After approval, a complete Certificate of Compliance package in accordance with the Certificate of Compliance Submittal Requirements shall be submitted to Development Engineering Division for review and recordation.
The Lot Merger or Lot Line Adjustment application will be reviewed to ensure that all conditions of approval have been met; that it complies with all requirements of the City Code and the Subdivision Map Act. The Lot Merger or Lot Line Adjustment must also comply with all requirements of the Certificate of Compliance Submittal Requirements.
Administrative Certificate of Compliance may be requested by a property owner for the City to certify that the existing parcel is legal and in compliance with the City Code and the Subdivision Map Act.
The legality of the existing parcel shall be determined by a California licensed land surveyor or qualifying civil engineer prior to submittal of the application and chain of title for review by the City. As part of the application package, a chain of title in the form of recorded deeds dating prior to March 4, 1972 to the most current deed is required.
After all requirements per the Administrative Certificate of Compliance Submittal Requirements have been met, the City will issue a Certificate of Compliance or Conditional Certificate of Compliance, which will be recorded in the Office of the County Recorder of Sacramento County.
