Supporting the MATRIX Structure

The MATRIX program reorganizes staff of different disciplines (building, planning, etc.) into a team that focuses on a specific development type (i.e., high rise, commercial, small commercial etc.) to improve the development process from beginning to end. To this end, Development Services has established a series of support groups designed to provide mentoring and coaching to staff, as opposed to the more traditional management and supervisory methods of oversight:

MATRIX Team Leaders
This group is made up of 'working' MATRIX staff who (in addition to their normal responsibilities) serve as single point of contact to the applicants on each project submittal. Duties include:
  • Primary responsibility for pre-analysis of the projects for needed development reviews/processes and Team Members.
  • Primary communicators of issues to the support committees and Program Manager
  • Organize resource priorities between Development Teams and the entire Development Services Department (DSD)
  • Communicate (department wide) regarding successes and flaws in program concepts; and provide post analysis of the projects for needed organizational/process improvements.
Process Managers
This group handles the Team Lead responsibilities for more complex projects, such as High Rises and Major Projects. Duties include:
  • Central point of contact for the customer
  • Identify, confirm and document project constraints, process roadmap and schedule
  • Coordinate pre-application and regular project meetings
  • Liaison between the customer, agencies and City departments
  • Facilitate issue resolution
  • Assist with project hand-offs
  • Consensus build and negotiate between parties
  • Provide advice and guidance to the applicant
Policy/Technical Committee
This committee is made up of Division Managers that represent all of the Departments involved in the development review process. Duties include:
  • Address issues ranging from policy/ guideline development
  • Regulatory review
  • Budget and resources
  • Communication to the office of the City Manager
Support/Training Committee
Including select representatives from all development review department Managers and Supervisors, this group works closest to the Development Teams to address the numerous training issues needed for MATRIX and for the entire DSD organization. This group also helps to identify other areas of support necessary, including outreach to the community and our customers.
