About the Project

The project will include the construction an approximately 20-foot wide pedestrian and bicycle pathway along the waterfront and a new .4 acre park, which will be known as Pioneer Landing. The project will also include a connection to the R Street Bridge, a riverfront overlook, street furniture, trash receptacles, landscaping, lighting, interpretive signage and an art installation. In May 2009, the City intends to improve the R Street over crossing (crosses over Interstate 5) to provide better pedestrian and bicycle access from Downtown to the riverfront.

The Docks Promenade Parkway – Phase I project requires a realignment of the State of California Railroad Museum’s excursion train rail line. Phase I will occur on O Street, which is where the existing Riverfront Promenade ends at the Circle of Lights, past R Street.

Construction Timeline (check back soon for updates on the specific construction dates):

  • First Stage: Front Street Improvements and Realignment of the rail line
    March 2 through April, 2009

  • Second Stage: Promenade and Park Improvements
    May, 2009-January, 2010

Alert!! :

During the First Stage of construction, access along Front Street will be altered just south of R Street to O Street as follows:

Vehicular traffic:

  • Will be limited to one northbound lane.
  • Southbound vehicles will be detoured at O Street to the following route: East on O Street to 3rd Street, South on 3rd Street to Broadway, west on Broadway to Front Street.

Bicycle Traffic:

  • An 8-10 foot two-way bike lane will be provided west of the 10 foot vehicle lane.

Future Phases of the Promenade

In October 2007, the City Council approved the design for the Docks Promenade Parkway, when built in its entirety, will extend from O Street to Miller Park.

The entire Docks Promenade project encompasses a total of 13.14 acres along the Sacramento River levee and includes the construction of a riverfront parkway, R Street Park, and a Lowlands Park that would provide a park-like open space south of Pioneer Bridge.

The riverfront promenade parkway would extend approximately 4,300 linear feet (lf; 0.8 miles) from O Street to the Marina/Miller Park, just south of Broadway. As identified in the Sacramento Riverfront Master Plan adopted in 2003, the promenade is also intended to improve public access to the riverfront for recreation, fishing, picnics, and river viewing opportunities.

The project would be constructed in four phases:

    • Phase I: promenade from O Street to R Street, the re-alignment of the main rail line, the re-alignment of Front Street, and construction of R Street Park.
    • Phase II: promenade from R Street to T Street.
    • Phase III: promenade from T Street to Pioneer Bridge.
    • Phase IV: promenade from Pioneer Bridge to the Marina/Miller Park, the new siding track for the train, and Lowlands Park.
