9th and L Streets Parking Structure Feasibility Study Update Apr. 29, 2005
The 9th and L Streets Parking Structure Feasibility Study is complete. This final version adds additional cost factors for architectural enhancement and the extra increment of cost necessary to create a retail shell along L Street. These additional costs make the structure even less feasible than the assumptions in the previous study. In summary the study concludes that the structure is not currently financially feasible and a substantial amount of new development nearby that had no other parking would be required to close the financial gap. It should be recognized that some of this analysis is based on future development assumptions that are highly speculative.
The study utilized a 358-space garage on a portion of the half block as the preferred alternative based on the current magnitude of demand. The Central City Parking Master Plan that is underway is intended to provide information and analysis that will help determine what locations have the greatest need for new public parking facilities in the Central City. That study is expected to be completed before the end of the year.
