Small and large businesses in Sacramento can take advantage of many incentive tools based upon their specific location in Sacramento. Designed for ease of use by a local business, these programs have the potential to save hundreds of thousands of dollars. Many programs also contain a technical assistance component to maximize their effectiveness. Each program identified below contains summary and contact information as well as a link (where available) to specific online documentation.

 

Enterprise Zones/LAMBRA (back to top)

State tax credits, deductions and employment incentives are available for businesses located within any of Sacramento's state-designated Enterprise Zones or LAMBRA areas. Sacramento Enterprise Zones include the Northgate/Norwood, Oak Park/Florin Perkins and Sacramento Army Depot Zones. Address ranges and maps can be found at SHRA's Commercial Business Assistance home page. LAMBRA areas include Mather Field and McClellan Park.

Benefits include:

  • Sales Tax Credits on qualified property.
  • Wage Tax Credits for 5 years for hiring eligible employees. New welfare-to-work incentives may also qualify you for federal wage credits.
  • 100% Net Operating Loss Carryovers available up to 15 years.
  • Rapid Expensing of Equipment.
  • Financing Assistance, Hiring Assistance through Sacramento Works!, and much more.

The City of Sacramento's Economic Development Department, SHRA and Capitol Area Development Authority (CADA) have funds available to provide financial assistance to development projects that meet the revitalization goals and criteria within any of the eleven (11) redevelopment project areas located in Sacramento. The City of Sacramento's Economic Development Department, SHRA and CADA encourage interested developers, investors, property owners, and businesses to contact the appropriate staff person to explore this opportunity.

Recycling Market Development Zone Program (back to top)

The Recycling Market Development Zone (RMDZ) is a partnership of local government, the State of California's Integrated Waste Management Board (CIWMB) and local businesses, which designates a geographic area as a Market Development Zone. The Sacramento Regional Recycling Market Development Zone (SRRMDZ) encompasses all of Sacramento County and the City of West Sacramento's Enterprise Zone in Yolo County.

The purpose of the program is to create sustainable markets for diverted solid waste. The RMDZ program offers financial, technical, and marketing incentives to small and medium-sized manufacturers. Eligible projects for these incentives must be located within the geographic area of an RMDZ and must result in diversion of solid waste from a landfill. Recycling-based manufacturers in the SRRMDZ are eligible to apply for low-interest loans of up to $1,000,000 per applicant.

California Main Street Program (back to top)

The Main Street Approach to downtown and neighborhood commercial district revitalization was developed by the National Main Street Center, a program of the National Trust for Historic Preservation. The approach is based on four points and relies on eight principles to produce fundamental change in traditional commercial business districts.

The Four Points: A local Main Street program is typically housed within a private nonprofit organization. A strong board of directors sets forth a vision for the revitalization effort. Staff and committees execute projects and activities within the following four program areas:

Organization: Building an effective volunteer-driven management organization, guided by professional staff with broad-based public and private support. Projects: nonprofit incorporation; bylaws; budget; personnel management; workplan development; volunteer recruitment; board elections; fundraising; insurance; accounting; membership; annual report.

Promotion: Creating a unified, quality image and developing promotion strategies that bring people to the district. Projects: cooperative advertising; business directory; calendar of events; special events; retail events; image campaigns; marketing plan; sponsorship; walking tour.

Design: Enhancing the design and appearance of the district through historic preservation. Projects: art in public places; banners; building survey; cleaning and maintenance; design guidelines; facade improvement programs; historic district designation; streetscape improvements; signage; seismic retrofit; window displays; compatible infill development.

Economic Restructuring: Retaining and strengthening existing businesses, recruiting appropriate new businesses and developing appropriate economic restructuring strategies to sustain the economic vitality of the district. Projects: business retention and recruitment; small business education; business and property inventories; parking; market analysis; upper story uses, transportation.

If you are interested in improving your building facade, including signage, windows, some roof and ADA improvements, and your building is within our defined geographic area, please review our facade rebate plan. We may pay half of the cost to improve your facade!

Economic Development Treatment Capacity Bank (back to top)

The City of Sacramento's Economic Development Treatment Capacity Bank program can assist commercial and industrial users in reducing their sewer connection fees. This program is available to those users who meet the City's guidelines and criteria for receiving credits via the Economic Development Treatment Capacity Bank. Depending upon the area in which a project is located, commercial and industrial users who qualify for the program will save between 59% and 79% on their sewer connection fees.
