Priority Areas
In 2009 the Sacramento City Council approved 2030 General Plan. The General Plan is focused on infill development and the implementation of shovel ready areas to encourage economic development. Council approved the creation of Tier 1 and Tier 2 shovel-ready areas based on the following criteria:

Identification as an opportunity area in the 2030 General Plan

Expected area of “significant” economic growth

Return on investment
-
Developer or market interest
-
Community support
-
Land owner interest and participation
Tier 1 opportunity areas include:

Expanded Downtown Area (including the Central Business District, Railyards, River District, the Docks and waterfront area and the R Street Corridor)

65th Street, Sacramento Stat, Tehnology Village and Granite Park Area

Arden Fair/Cal Expo/Swanston Station/Point West Area
-
Florin Road Corridor Area
-
Delta Shores
