WELCOME TO THE CITY OF SACRAMENTO'S
OFFICE OF SMALL BUSINESS (OSB)
MISSION STATEMENT
The Office of Small Business seeks to create a work environment that is fair, effective,
and accountable, while taking into thought, City Council priorities as we work to achieve the vision,
goals, strategic outcomes, and objectives of the Procurement Services Division. The
Office of Small Business is designed to enhance the contracting and procurement
opportunities for emerging and small businesses. The program is aimed at achieving City Council
priorities related to inclusiveness, diversity, and economic development.
ABOUT OSB
The Office of Small Business is responsible for:
- Developing and recommending modifications to ESBD policy and procedures with operating department input.
- Certifying EBEs and SBEs
- Maintaining records and reporting ESBE utilization
- Conducting Outreach to ESBEs
- Providing business training and development opportunities for ESBEs
- Developing and managing programs that provide bonding and insurance assistance to ESBEs
- Providing Ombudsman and advocacy services for ESBEs
- Investigating ESBEs' concerns and complaints and facilitate appropriate resolutions
- Managing the cooperative agreements with the participating agencies that may provide for certification of SBEs and Disadvantaged Business Enterprises (DBEs)
- Compiling and evaluating ESBE, DBE, and W/MBE utilization statistics and presenting such reports to City Council and other governing bodies
- Coordinating with City departments to achieve the goals and objectives of the ESBD Program
- Providing assistance to ESBEs and DBEs to facilitate a better understanding of the City's procurement and contracting practices
- Providing ongoing public information on City policy regarding ESBE participation and program elements
- Maintaining communications with appropriate associations, industries, organizations, etc., in order to promote and facilitate utilization of ESBEs
- Maintaining and distributing information about available ESBEs
- Upon request from City departments. providing assistance in the analysis of SBE responsiveness issues
- Managing, operating, and evaluating ESBD Program components including, but not limited to: monitoring participation of contractors and subcontractors and support services programs including bonding, financial assistance, job training and screening; mentor protege program and other small business support resources.
- OSB staff conducts pre-bid award workshops for potential prime contractors and those responding to Requests for Proposals.
