NORTH 16TH STREET STREETSCAPE

PROJECT DESCRIPTION

The City is developing concepts to revitalize the 16th Street and North 16th Street corridor between H Street and Richards Boulevard through streetscape improvements.

The River District Specific Plan, adopted in 2011, envisioned North 16th Street as an area for eclectic and lively arts, entertainment and commercial use that will attract visitors and shoppers. This project will contribute to the goals of the plan through the implementation of improvements to make the corridor attractive and inviting to businesses, customers, and pedestrians. Proposed improvements will include new curb, gutter and sidewalk, landscaping, signage and lighting, along with re-striping the travel lanes to accommodate on-street parking.

BENEFITS

This project will create a corridor that is friendly and inviting for pedestrians, and attractive for new and existing businesses and visitors through sidewalk improvements, landscaping, lighting, public art and the addition of parking.

COSTS AND FUNDING

This planning and environmental documentation for this project is funded through a Sacramento Area Council of Governments (SACOG) Community Design Grant, and through Community Development Block Grant funds from the Sacramento Housing and Redevelopment Agency.

SCHEDULE

The project team is currently reviewing the existing conditions through the corridor and developing concepts. Preliminary engineering and environmental studies will occur in 2017, along with the preparation of grant applications to pursue additional funding. Final design and preparation of construction plans are anticipated to begin in 2018. Public outreach will occur throughout the duration of the project.

Community Involvement

Community Workshop 

On Monday, November 6, 2017 the City held a community workshop to present and gather input on draft conceptual plans for streetscape improvements to 16th Street and North 16th Street.  More than 60 community members attended the workshop from 5:00 - 6:30 p.m. at the Vintage Monkey, located at 400 North 16th Street.

Online Community Questionnaire

The City of Sacramento invited community members to provide feedback on current challenges, opportunities for improvements, and proposed enhancements on North 16th/16th Street between Richards Boulevard and H Street. The online questionnaire was available from Tuesday, June 6 until Tuesday, June 20. A Summary of Feedback and Other Comments Summary are now available.

River District Outreach Event

On Wednesday, March 1, 2017, the City of Sacramento, in partnership with Sacramento Regional Transit District and the Sacramento Housing and Redevelopment Agency, hosted a community outreach event in the River District area. This community outreach event provided an overview of five planned projects in the River District, which encompasses the area at the confluence of the American and Sacramento Rivers, north of the city’s Downtown core. The projects represented at this event included the City of Sacramento’s North 12th Complete Street Project and the North 16th Street Streetscape Improvements Project, along with SHRA’s Twin Rivers housing improvements, Regional Transit’s future light rail station, and a proposed fire station. More than 70 community members attended the outreach event at the Smythe Academy, located at 700 Dos Rios Street in Sacramento, at 4:00 – 6:00 p.m. To learn more about the Destination River District event and the feedback received, please view the event summary.
