This area is unique because it is governed by three land use plans: the 1987 South Sacramento Community Plan, the 1988 Sacramento General Plan, and the 1993 Sacramento County General Plan as amended through 2004. In addition, only a portion of the South Sacramento Community Plan is within the East Broadway Community Plan area.
Much of the land in the East Broadway Plan area is governed by the Sacramento County General Plan with about 8,468 acres (1,018 acres vacant). This is followed by the City of Sacramento General Plan at 5,915 acres (866 acres vacant) and the South Sacramento Community Plan with 3,225 acres (586 acres vacant). In all three plans, residentially-designated lands dominate the planned land uses totaling about 10,060 acres. In addition to residential land uses industrial land use comprises nearly 4,477 acres. The entire plan area covers about 18,100 acres with 2,470 acres vacant.
In March 2007, the Sacramento City Council authorized staff to expand work on the 2030 General Plan to include a review of the city's community plans. This review transformed the community plans from stand-alone documents (separate from the 1988 General Plan) into chapters of the 2030 General Plan.
The process involved removing redundant or conflicting community plan policies and creating a consistent outline for all community plans to follow in the future.
The community plan chapters serve primarily as placeholders for future work, if and when such efforts are approved and funded by the Sacramento City Council. Fruitridge/Broadway does not have an existing community plan, so the new Fruitridge/Broadway Draft Community Plan is mainly a placeholder and outline, and contains no policies at this time.
