Recycling Facilities Regulations
Background
- On May 23, 2000, the City Council amended the Zoning Ordinance to establish new regulations for recycling facilities (Ordinance No. 2000-019).
- New recycling facilities and expansions are subject to operational and development standards and special permit approval from either the City Planning Commission or the Zoning Administrator.
Regulation Highlights
- Recycling facilities are defined as "major" or "minor" . A facility would be characterized as "major" if any one of the following criteria applies:
- Operation involves 50 tons of material per day
- Operation includes on-site stockpiled material of 5,000 tons or more
- Operation includes more than 50 truck trips per day
- The site area exceeds 3 acres
- Operation includes any greenwaste
- All other facilities are considered "minor".
- Major facilities require approval of a special permit from the Planning Commission. Minor facilities require approval of a special permit from the Zoning Administrator.
- "Small Collection Containers" are approved administratively if specific conditions are met.
- Operational and development standards ensure that facilities will be attractive and well-maintained. New and expanding facilities must comply with both operational standards and development standards. Existing facilities must comply with operational standards.
