The 65th Street/University Transit Village Plan provides land use, parking/circulation, open space and infrastructure goals, policies and objectives, and implementation measures which will guide land use decisions over the next twenty years. The plan will be implemented though general plan and zoning ordinance amendments, public improvements and other development incentives. The plan provides a mix of housing types in East Sacramento, intensifies residential and commercial mixed use development opportunities to increase RT ridership at the 65th Street transfer station (bus and LRT), improves pedestrian and bicycle circulation and access to light rail, and strengthens the connection between California State University, Sacramento (CSUS), the East Sacramento neighborhood, and the 65th Street Station.
The Transit Village Plan was prepared pursuant to the provisions of the Transit Village Development Planning Act of 1994, which provides financial and other incentives for communities that develop neighborhoods centered around a transit station that make transit ridership convenient and attractive. Transit Oriented Development (TOD) links transit investments with a community vision for creating mixed use, denser, walkable transit villages. By implementing TOD and coordinating investments in transportation and land use planning, Sacramento can make significant progress toward promoting sustainable communities and smart growth.
