Project Summary
Natomas Joint Vision is a collaborative effort between the City and County of Sacramento to develop a vision for the area of the County known as Natomas that reflects areas of collective interest. In December 2002, City Council and County Board of Supervisors mutually entered into a Memorandum of Understanding (MOU), which defined a set of guiding principles for the implementation of the following goals:
Goals
- Proactively guide future urban growth for more efficient use of the land, while securing permanent preservation of open space/farmland at a mitigation ratio of at least one-to-one.
- Improve future air quality through efficient land use, which reduces automobile travel by accommodating future growth according to Smart Growth principles adopted by City Council (Smart Growth Principles/Resolution).
- Provide for revenue sharing between the City and County to prevent competition for tax revenues and promote balanced regional planning.
- Protect future airport operations
Accomplishments
- December 10, 2002 City Council adopted a Resolution approving 1) City County Memorandum of Understanding, 2) Conceptual Map, and directed staff to write a work plan.
- September 2, 2003 City initiation of General Plan Amendment process
- July 25, 2006, City Council adopted a Resolution approving a scope of work for the Open Space Program
- November 21, 2006, City Council adopted a Resolution approving a scope of work for the Municipal Services Review and EIR for the Sphere of Influence Amendment.
Current and Future Activities
- Develop an open space program which:
- establishes objectivity for decision-making, and
- guides the permanent preservation of an open space system while
- sharing the economic benefits of development with property owners in the open space areas.
- Prepare Municipal Services Review, Sphere of Influence Amendment (City) and related Environmental Impact Report.
- Incorporate policies of the MOU into respective City and County General Plans through General Plan Amendments (GPA).
- Develop Community Plan land use policies and goals, Revenue Sharing Agreement, and Infrastructure Financing Plan.
- Define a linkage program to support the City’s Infill program and the completion of development in the North Natomas Community Plan area.
- Formally apply to LAFCo for annexation.
- Prepare new Habitat Conservation Plan (HCP) to address development impact to protected species under federal and state endangered species laws.
