A proposed alternative to the preliminary design for the R Street Market Plaza and related improvements for the two-block area between 16th and 18th Streets was presented at an April 30, 2012 meeting.
The proposed design option was presented at the meeting by City staff,
Councilmember Rob Fong and the consultant team. Please see proposed
improvements section for details on the suggested option.
Building on success
Improvements envisioned for R the Street Market Plaza are designed within
the framework of the R Street Corridor Urban Design Plan to reflect the neighborhood’s
industrial past and historic character. The intent is to create a safe, walkable,
aesthetically appealing street that enhances the pedestrian experience.
The R Street Market Plaza builds on an ambitious effort of the R
Street Phase I Streetscape Project between 10th and 13th Streets, and on the safety,
accessibility and functional improvements made to the 13th Street and 16th Street
light rail stations by the City and Sacramento Regional Transit.
Streetscape elements unique to the area—such as the cobblestone-encased railroad
tracks, loading docks and wide metal building canopies--inspire the current design for the R
Street Market Plaza. Envisioned improvements focus on:
- A multi-use parking area that can convert into an urban plaza to host festivals and other events;
- Canopy trees to shade the plaza/parking and create a pleasant public gathering spot;
- Street lights;
- A wide, accessible pedestrian pathway;
- Sitting areas; and
- Drainage.
Amenities such as bike racks, street furniture and public art will be
designed and installed in future phases or as funding is available.
The project is intended to provide urban amenities
that will attract private investment and support the re-use of currently vacant
historic buildings as commercial and retail businesses that will bring jobs and
services to the neighborhood.

The concept depicted above reflects the Market Plaza concept reflected in the Urban Design Plan, which was discussed previously at the public meeting in 2010. The scheme provides continuous pedestrian improvements on both sides of R Street with perpendicular parking, street trees and plaza space on the south side of the street. The new proposal above maintains the continuous pedestrian improvements on both sides of R Street, and adds additional parking with parallel parking on the north side and angled parking on the south side of the street. Once a thriving warehouse district that bisected the north and south sections
of downtown Sacramento, the R Street Corridor is a 27-block long, two-block wide
special planning district within the Central City community.
The R Street Market Plaza is an important element in the transformation of historic
R Street into a vibrant, transit-oriented, mixed-use neighborhood. The R Street of
tomorrow will celebrate and preserve its industrial past while simultaneously
embracing a distinct new urban form to create a unique neighborhood in downtown Sacramento.
R Street Corridor Info: This educational online resource about the entire “R Street Corridor” is sponsored by the Capitol Area Development Authority (CADA), the City’s partner on the R Street Improvement Project (10th to 13th Streets).
Capitol Area Development Authority: CADA is the Joint Powers Authority created by the City and the State of California to implement residential and neighborhood commercial development in the Capitol Area Neighborhood and R Street Plan Area.
Sacramento Housing and Redevelopment Agency: SHRA is a Joint Powers Authority that focuses on affordable housing, public housing and redevelopment projects. SHRA and CADA are partners on the Capitol Lofts housing project at 11th and R Streets.
Sacramento Regional Transit: RT operates buses and light rail lines that serve R Street and the rest of the downtown area.
