What Is a Residential Parking Permit

The City of Sacramento, like many other cities, has a parking space shortage in some of its residential areas. This shortage is mainly caused by all-day, on-street parking by commuters. To help alleviate this problem, the City of Sacramento established a Residential Permit Parking Program.

Residential Permit Parking is appropriate in those areas in which residents have difficulty parking near their own residences and where off-street parking is not adequate. The smallest residential parking area in Sacramento is approximately 80 residential units (6 square blocks); the largest area has over 3,000 (78 square blocks)

Residential permit parking was first implemented in May of 1979. Since that time many other permit areas have been established. Over 25,000 on street parking spaces are regulated by residential permit parking regulations.


How To Get a New Residential Permit Area For Your Neighborhood

The process required for establishing a residential permit parking program, application, and renewal is as follows:

  • Residents or neighborhood groups submit a letter indicating interest in residential permit parking.
  • Neighborhood representatives confer with the Parking Manager and tentative boundaries are established.
  • Parking occupancy surveys are performed to determine the appropriate parking regulations for the area.
  • Public hearing(s) is (are) held.
  • Return notices are mailed to area residents that provide information on the proposed boundaries and parking regulations.
  • If it appears the general consensus within the proposed residential permit parking area is in favor of a program, the Parking Manager submits a written recommendation to the City Council.
  • If the City Council concurs with the recommendation of the Parking Manager, the area may be designated for residential permit parking.
  • The residents and business owners then apply for residential parking permits which exempt their vehicles from parking time limits and/or parking meter regulations in posted areas.

Who Can Get Residential Permits?

To obtain a residential sticker for motorized vehicles housed or regularly operated from an address within a permit parking area you must provide ONE OF THE FOLLOWING:

Residents:
Current Department of Motor Vehicle (DMV) vehicle registration with the resident's name and permit address printed on the registration card. A local post office box is acceptable with proper proof of address. You also need to furnish a current phone or utility bill (SMUD, PG&E, or cable TV bill) containing the name and permit address of the resident in the designated area.

Business Owners:
Current DMV vehicle of the primary vehicle used for business with the business name and address printed on the registration card.

Leased or Company Vehicle:
Current DMV registration and a declaration of possession of a leased or company-owned vehicle either on company letterhead or on a City form, available upon request.

Military Personnel:
If you are on active duty and your current vehicle registration will not be changed, bring your current military ID card and a utility or telephone bill along with the vehicle registration for proper proof of military status and permit address.

One sticker is issued for each vehicle. Non-motorized vehicles (such as trailers) are not eligible for parking permits.

Permit Instructions:
1. Attach the permit to the rear bumper on the driver's side (left side) so that it is clearly visible to the enforcement officers.

2. Attach motorcycle permits to the left front fork.

What About Visitors Permits?

If you don't own a vehicle , if it is registered elsewhere or if you own property, you may request a visitor permit with proof of residence or property ownership. (Business owners do not receive a visitor permit.) Residents and property owners must present one of the following:

Residents:
Current phone or utility bill (SMUD, PG&E or cable TV bill) containing the name and permit address of the resident in the designated area; or

Property Owner:
Current property tax statement with the name and permit address of the property owner.

Permit Instructions

Place on the driver's side of the dashboard (left side) face up so that it is readily visible from the outside of the vehicle. Be sure the Vehicle Identification Number (VIN) is visible.

Frequently Asked Questions About the Visitor Parking Permit Fee

Q: How far away from the parking permit holder address can I park with preferential parking privileges?
A: A visitor and residential parking permits allows residents/visitors to park within a two-block radius of permit holder's address, as long as parking is not posted as being restricted for another purpose. Be sure the sign reads, "Except with _ Permit" at the bottom.

Q: What is the fee for replacing a lost visitor permit?
A: The replacement fee for a lost visitor permit will remain the same: $5.00 per lost visitor permit.

Getting a Temporary Permit

Temporary permits are issued (usually for a maximum of 30 days except as noted) for the following reasons:

  • When outstanding parking citations need to be cleared. (30 days)

  • When proof of residence is not available at the time of application for permits. (7-10 days)

  • Vehicles requiring a change of address on DMV registrations. (30 days)

  • New vehicles awaiting registration documents from DMV. (45 days)

  • Students' vehicles registered elsewhere. Student ID, current class schedule, DMV registration and proof of residency (utility bill) are required. (Issued on a semester basis.)

  • Short-term visitor, social gathering or repair/ maintenance persons when additional parking is required. (Determined case by case.)

  • Other unusual circumstances determined on a case-by-case basis. Temporary permits issued for construction or repair work must be obtained by the resident.

Permit Instructions:
Place on the driver's side of the vehicle's dashboard (left side) face up so that it is readily visible from the outside of the vehicle. (The permit may be taped to the inside window to prevent loss.) Be sure the VIN is visible.

Other Important Information

Outstanding Citations
All outstanding parking citations must be cleared before any residential or visitor permits are issued. A temporary permit will be issued while citation are being cleared.

Where You Can Park
Permits are valid within 2 city blocks of the address for which they are issued in your permit area only.

Check Your Signs And Parking Meters
Permits are valid only on the posted sides of the street. Be sure the signs reads, "Except with __ permit" at the bottom.

Street Cleaning
All parking is prohibited on the days and hours indicated to allow street cleaning vehicles access to the curb and gutter.

NOTE: STREET CLEANING IS ENFORCED ON ALL HOLIDAYS

Enforcement Hours
Most metered and/or permit parking areas are enforced 8:00 AM to 6:00 PM Monday through Saturday except major City holidays. Check your parking signs for enforcement hours in your neighborhood.

Charge for Replacement Permits
If your residential or visitor permits need replacement for any reason, there is a $5.00 charge per permit.

Misuse of Permits
You are responsible to help prevent misuse of residential, visitor and temporary permits (City code 25.10.176 and 179). Report lost or stolen permits immediately. Use of revoked permits may result in a citation being issued. Permits can be revoked without warning if used for any purpose not specified in the city code.

Revocation of Misused Permits.
Your permits are automatically revoked if you move even within the same permit area. You must reapply any time you change your residence.

Renewal of Permits
As a courtesy Parking Administration sends a notice and application when it is time to renew your permits, but we cannot guarantee proper delivery of mail. There is a 10-day grace period after residential and visitor permit expiration dates, but it is your responsibility to renew permits on time.
