The Traffic Operations Center (TOC), located in new City Hall, utilizes a computer-based traffic signal control system that monitors traffic conditions and system performance. The system can actively select appropriate signal timing and staff can change timing manually, if required. Sensors can also detect the passage of vehicles, vehicle speed, and the level of congestion on local streets. To supplement this information, closed-circuit television (CCTV) surveillance equipment is being deployed at critical locations throughout the City. The department has installed CCTV cameras at over 40 locations and new sites are being added.

The City currently operates over 700 signalized intersections, of which approximately 300 are currently connected to the City's TOC.

Operators are typically in the TOC from 7-9 a.m. and from 4-6 p.m. monitoring traffic.

Background

Congestion is a continual challenge facing the City of Sacramento. Most of our roadways are built to their ultimate width within the City's right-of-way. With no room to widen streets, the continued growth in the region's population and land use changes has led to an increase in congestion. This leads to increases in delays, which negatively affect air quality and decrease fuel efficiency. The City of Sacramento has taken steps to improve the efficiency of the existing roadway system. Such steps include implementing advanced technologies and improving coordination with various public agencies through the Sacramento Region ITS Partnership. The TOC and a traffic communication network allows traffic signal operations staff to optimize the existing roadway system as well as manage emergency incidents. The City is in the process of connecting more traffic signals to the City's TOC.
