Multi-family Communities Recycling Program

Residents of multi-family housing units in the City of Sacramento, Citrus Heights and the Sacramento County Unincorporated Area now have the same recycling opportunities as single-family and duplex homes. This service was adopted by the Sacramento Regional County Solid Waste Authority (SWA) February 5th, 2000 in accordance with Ordinance Five. This ordinance requires all multi-family communities with five or more units located in the City of Sacramento, Citrus Heights and the Sacramento County Unincorporated Area to provide recycling programs for their tenants.

Apartment owners and managers can use a recycling service provided by a permitted waste hauler, a recycling service from an independent recycler, or an owner or manager can choose to haul the recyclable materials themselves (called self-hauling). In any case, the Ordinance requires plan forms to be submitted describing the type of recycling service that will be used. If a permitted waste hauler or an independent recycler is used, they should fill out the plan forms and submit them to the County. If the owner or manager haul their own recyclables, then the owner or manager fills out a plan forms themselves and submits them to the County.
