Jorge Oseguera, MPA, CICA (City Auditor) - In early March 2010, Jorge Oseguera became Sacramento's first Council appointed City Auditor. Mr. Oseguera reports directly to the Mayor and City Council and is responsible for the direction and management of the Office of the City Auditor.

Prior to working for the City of Sacramento, Mr. Oseguera worked for the San Jose City Auditor's Office and conducted performance audits from 2001 to 2010. During that time, Mr. Oseguera worked on a variety of audit projects, including fleet management, grant oversight, debt management, and health benefits. His efforts identified well over $50 million in savings and resulted in enhanced City service delivery and improved accountability. Mr. Oseguera has also served in two municipal peer reviews and issued compliance statements to attest to their adherence to Generally Accepted Auditing Standards.

Mr. Oseguera's work has been recognized by the Association of Local Government Auditors with the 2001 Special Project Award; the 2004 and 2005 Knighton Award Honorable Mention; the 2008 Gold Knighton Award; the 2011 Bronze Knighton Award; the 2013 Gold Knighton Award; the 2014, 2015, 2019, and 2021 Distinguished Knighton Award; and the 2017 Exemplary Knighton Award.

Mr. Oseguera holds a Master of Public Administration degree from Syracuse University and a Bachelor of Arts in Political Science/Public Administration from California State University Stanislaus. He is also an alumnus of the Sacramento Chicano Latino Youth Leadership Project, and a Public Policy and International Affairs Fellow of the University of Washington.

Mr. Oseguera is a Certified Internal Controls Auditor (CICA).

Farishta Ahrary, CPA, CFE, PMP (Assistant City Auditor) - In June 2013, Farishta Ahrary joined the City Auditor’s office. Prior to joining the City of Sacramento, Mrs. Ahrary worked at a CPA firm performing individual and business tax services and financial statement audits of school districts across Northern California.

Mrs. Ahrary was recognized by the Association of Local Government Auditors (ALGA) with a Gold Knighton Award in 2013 and Distinguished Knighton Awards in 2014 and 2019.

Mrs. Ahrary graduated with a Master of Science in Accounting from University of Phoenix. She also holds a Bachelor of Arts in Economics from the University of California, Davis. Mrs. Ahrary is a Certified Public Accountant (CPA), a Certified Fraud Examiner (CFE), and certified as a Project Management Professional (PMP).

Mrs. Ahrary is a member of the Association of Local Government Auditors (ALGA), California Society of Certified Public Accountants (CalCPA), Association of Certified Fraud Examiners (ACFE), and Institute of Internal Auditors (IIA). She also serves as the President of the local chapter of the ACFE and the Hospitality Committee Chair for the local IIA chapter.

Jordan Sweeney, CIA, CFE, CICA, EIT (Principal Fiscal Policy Analyst) - In October of 2015, Jordan Sweeney joined the City Auditor’s Office.  Prior to joining the City of Sacramento, Mrs. Sweeney worked in asset management and reliability for Genentech Inc.  Mrs. Sweeney also worked for Wells Fargo Bank for four years.

Mrs. Sweeney graduated with a Master of Science in Civil Engineering from University of California, Davis.  She also holds a Bachelor of Science in Civil Engineering from California State University, Chico.  Mrs. Sweeney is a Certified Internal Auditor (CIA), a Certified Fraud Examiner (CFE), a Certified Internal Controls Auditor (CICA), a licensed Engineer-in-Training (EIT), and holds certificates in IT General Controls and Data Analytics Literacy.  Mrs. Sweeney was honored as one of the Institute of Internal Auditor's 2019 Emerging Leaders.

Mrs. Sweeney is a member of the Institute of Internal Auditors (IIA), the Association of Certified Fraud Examiners (ACFE), the Association of Local Government Auditors (ALGA), and the Institute of Internal Controls (IIC).  Mrs. Sweeney has previously served on the Awards Program Committee and currently serves on the Long-Term Conference Planning Committee for ALGA.

Kevin Christensen, CFE (Principal Fiscal Policy Analyst) - Kevin Christensen joined the Office of the City Auditor in October 2019.  Prior to joining the City of Sacramento, Mr. Christensen served as a Senior Performance Auditor for the City of San Diego City Auditor's Office.  While working for the City of San Diego, Mr. Christensen led audits on the City's development permitting programs, business incentive programs, and risk management programs.  Mr. Christensen also served as an Investigator for the City of San Diego City Attorney's Office where he investigated lawsuits alleging fraud, professional malpractice, false billings, and unfair business practices.  

Mr. Christensen graduated with a Juris Doctor from the Thomas Jefferson School of Law.  He also holds a Bachelor of Arts in Political Science from the University of Denver.  Mr. Christensen is also a Certified Fraud Examiner (CFE).

Mr. Christensen is a member of the Association of Local Government Auditors (ALGA) where he serves on the Advocacy Committee. Mr. Christensen was recognized by ALGA with a Distinguished Knighton Award in 2021.

Nathan Lugo, CPA, CIA, CFE (Senior Fiscal Policy Analyst) - In February 2020, Nathan Lugo joined the City Auditor's Office.  Prior to joining the City of Sacramento, Mr. Lugo worked as an internal auditor for Sutter Health where he performed operational and compliance audits.  Mr. Lugo also worked for two CPA firms, performing financial statement audits for construction, manufacturing, retail, and local government entities.

Mr. Lugo graduated with a Bachelors of Science in Accounting and Finance from California State University, Sacramento.  Mr. Lugo is a Certified Public Accountant (CPA) , a Certified Internal Auditor (CIA), and a Certified Fraud Examiner (CFE).

Mr. Lugo is a member of the Association of Local Government Auditors and the Institute of Internal Auditors.

Brian Higginbotham (Senior Fiscal Policy Analyst) - Brian Higginbotham joined the City Auditor's Office in March 2021. Prior to joining the City of Sacramento, he worked on public finance issues and labor economics as an economist for the U.S. Chamber of Commerce and the Joint Economic Committee in Washington, D.C. Mr. Higginbotham previously worked on transportation and access issues for the Great Valley Center in Modesto, CA.

Mr. Higginbotham holds a PhD degree from the Schar School of Policy and Government at George Mason University, a Masters of Science in Economics from Johns Hopkins University, and a Bachelors of Arts in Political Science from the University of California, Los Angeles.

Joyce Chih (Senior Fiscal Policy Analyst) - Joyce Chih joined the City Auditor's Office in December 2018.  Prior to joining the City of Sacramento, Ms. Chih interned at the Export-Import Bank in Washington D.C. working on export finance research and international comparative policy.

Ms. Chih graduated with a Master of International Affairs from the University of California, San Diego's School of Global Policy and Strategy.  She also holds a Bachelor of Arts in International Studies, with a focus in Economics and a minor in Business.

Ms. Chih is a member of the Association of Local Government Auditors and the Institute of Internal Auditors. Ms. Chih currently serves on the Association of Local Government Auditors' Publications Committee.

Chevelle Jackson (Fiscal Policy Analyst) - Chevelle Jackson joined the City Auditor's Office in December 2018.  Ms. Jackson previously worked in the Finance Department for the City of Sacramento.  Prior to joining the City of Sacramento, Ms. Jackson worked for Summit Funding, Inc. and State Street Bank.  Ms. Jackson has several years of experience in mortgage, investment, and governmental accounting.

Ms. Jackson holds a Master of Science in Accountancy from California State University, Sacramento.  She also holds a Bachelor of Arts in Mathematics and Spanish from the University of California, Davis.

Parinaz Nejatie (Fiscal Policy Analyst) - Parinaz Nejatie joined the City Auditor's Office in August 2022. Ms. Nejatie previously worked within various public organizations such as Humber College, Ontario Dental Association, and the Ministry of the Attorney General. Prior to joining the City of Sacramento, Ms. Nejatie worked as an accountant and business process consultant for local start-ups.

Ms. Nejatie holds a Master of Business Administration from California State University, Stanislaus. Her undergraduate studies focused on Accounting, Business Administration, and philosophy/ethics.

Ricardo Sanchez Molinero (Fiscal Policy Analyst) - Ricardo Sanchez Molinero joined the City Auditor's Office in July 2023. Prior to joining the City of Sacramento, Mr. Sanchez Molinero worked for a tax consulting firm where he focused on government offered tax credits and incentives.

Mr. Sanchez Molinero holds a Master of Science in Agricultural and Resource Economics and a Bachelor of Science in Managerial Economics from the University of California, Davis.

Alicia Cline, MPA (Volunteer Editor) - Alicia Cline joined the City Auditor's office in April 2015. Prior to joining the City of Sacramento, she was an audit manager for the California Department of Education external audits unit. Ms. Cline also worked at the California State Auditor's Office for over five years, and is currently a Senior Auditor at a municipal utility district.

Ms. Cline holds a Master of Public Administration degree from California State University, Chico, and a Bachelor of Arts in Political Science with a minor in English from University of California, Davis.  She also holds a certificate in copyediting from the University of California, San Diego.

Ms. Cline is a member of the Association of Local Government Auditors' Publications Committee, and has served as the editor of the Local Government Auditing Quarterly since 2017.
