Sandra G. Talbott, Assistant City Attorney

Background and Experience

Ms. Talbott has served the Sacramento City Attorney’s Office since June 1994.

Upon being hired to the City Attorney’s Office as a Deputy City Attorney, Ms. Talbott was assigned to the Litigation section of the office in an effort to keep more complex litigation cases in house for cost saving purposes.

Prior to joining the City Attorney’s office she had spent three years in the private sector handling insurance defense cases. During her tenure as a Deputy, she performed general tort litigation including federal and state court civil rights litigation, employment discrimination, dangerous condition of public property, employee disciplinary hearings, Pitchess motions, weapons cases, writs of mandate and criminal and civil enforcement of code violations.

In April 2000, she was promoted to Senior Deputy City Attorney.  She supervised a new section designed to handle the city’s high level advisory and litigation assignments called Special Projects. She developed internal policy and procedures and handled high profile advisory and litigation matters. She also developed the Criminal Prosecution Unit which began the prosecution of criminal violations of the Sacramento City Code in February 2001.  In July 2002, she supervised the advisory section of the office handling non-litigation assignments including drafting legislation, preparing ordinances, resolutions, contracts, leases and other legal documents. She provided advice to the City Council, boards, commissions and City departments.

In June 2003, she became an Assistant City Attorney.  In May 2012 she was appointed Interim City Attorney for the City of Sacramento, and served in that capacity until December 2012. Sandra serves as acting City Attorney in the absence of the City Attorney.

Professional Affiliations

Ms. Talbott is a member of several professional organizations including the Sacramento County Bar Association and over the years has held several different positions on the executive board of the Wiley W. Manuel Bar Association.


Ms. Talbott received her Bachelor of Science in Business Administration from California State University, Sacramento in 1985, and her Juris Doctor from University of California, Davis School of Law in 1988.
