District 2 land use cannabis study

On February 11, 2021, the Planning and Design Commission passed a motion to initiate a study regarding cannabis uses in North Sacramento after receiving numerous testimonies from the community expressing concerns to overconcentration. The Planning Division within the Community Development Department (CDD) has prepared the study.

What is the land use cannabis study?

The purpose of the study is to inform the discussion of overconcentration by analyzing the number, distribution, and extent of cannabis uses in District 2 and comparing those numbers with other areas of the City.

The study found 95 properties have received entitlements to establish one or more cannabis related uses in District 2 since the City began accepting applications for cannabis. Many of those properties have multiple approvals to conduct more than one cannabis operation (e.g., production: cultivation, manufacturing, production; non-storefront delivery; or storefront dispensary). The study includes several maps and charts illustrating the number and distribution of cannabis uses in District 2 and provides comparisons to other Council Districts. Office of Cannabis Management Study: The Office of Cannabis Management (OCM) has recently obtained consultant services to complete a comprehensive study of the cannabis industry in the City of Sacramento. The goal of the study is to inform public policy pertaining to land use, fiscal/economics, and other regulations by understanding topics that include zoning capacity, taxation, ownership structure, and employment. What is the proposed ordinance?

In coordination with Councilmember Loloee of District 2, a draft ordinance has been developed that restricts all types of cannabis uses from locating in District 2 if:

1.  The cannabis use is within 1,000 feet of a residential zone; or

2.  The cannabis use is within 1,500 feet of a school (K-10), park, or place of worship.
