Agencycounter
Planning and Building staff works on projects of all sizes and types, everything from single-family homes to large, mixed-use developments. You can use the “AgencyCounter” tool to view project applications and permits all over the city.
OVER THE COUNTER REVIEW PROGRAM
The Building Division offers Over the Counter (OTC) Plan Review for both residential and commercial projects meeting certain qualifying criteria. Visit our Over the Counter Review page for additional details.
APPOINTMENT SCHEDULING PROGRAM
The City’s Community Development Department is now offering appointments for select services, including:
- Minor permits
- General questions
- Fee payment

ELECTRONIC PLAN CHECK (EPC) PROGRAM
Commercial and Residential building plans can now be submitted electronically, eliminating the need to submit hard copy building plans. To get started, visit the Electronic Plan Check page where you will find downloadable documents which outline the format which must be followed when preparing your electronic submittal files.
on-line PRODUCTION PERMIT applications
As of May 17th, 2021, residential subdivision developers can submit production home permit applications with qualifying approved Master Plans completely online in a matter of minutes. For additional details click here.
ON-LINE MINOR PERMIT PROGRAM
If you are a California licensed contractor it is now possible to acquire and pay for most minor building permits through the web based Citizen Portal. For more information visit our Online Permitting page.
SMUD AND PG&e SAFETY INSPECTION REQUESTS
If services have been disconnected at a property for an extended period, the Sacramento Municipal Utility District (SMUD) and the Pacific Gas & Electric Company (PG&E) may require that the existing, currently inactive, electrical or gas systems be inspected for code compliance. PLANNING AND DEVELOPMENT CODE UPDATE
A key implementation measure of the General Plan is to comprehensively update the zoning code. The newly adopted Planning and Development Code is a user-friendly document that provides predictable, clear and consolidated direction for development, and promotes sustainable development.
Permit Simplicity
The Building Division accepts Permit Simplicity plans prepared by a designated, pre-qualified professional architect or engineer.
Prequalified Architecture Submittal System (PASS)
The Building Division accepts plans approved by the Prequalified Architectural Submittal System (PASS). Plans organized by a certified PASS participant will require fewer plan check cycles, reducing the wait time for approval.
REVISED ZONING CODE FOR PARKING
In an effort to improve the ease of doing business in the City and promote sustainable communities, the Sacramento City Council approved changes to its parking zoning requirements. These ordinance changes, coupled with some of the parking management strategies being considered by the City’s Parking Division, will encourage economic development, help the City maximize the use of existing parking opportunities citywide, reduce impacts to neighborhoods, and promote alternative modes of transportation and sustainable building.
SOLAR ENERGY SYSTEM & ELECTRICAL VEHICLE PERMITS
Looking to add a solar energy system to a residential or commercial building? As part of the City of Sacramento’s ongoing commitment to incentivize solar energy and streamline the permitting process, residential and commercial solar permitting fees have been reduced, saving up to 77 percent in permit costs.
