Department of Community Response 

City Council in July 2020 directed the creation of Department of Community Response (DCR) to establish an alternative response model for 911 calls that do not require a police officer response. The City Manager on Feb. 21 appointed Bridgette Dean as the Director to further those efforts and develop the program and service model.

Dean established the first social services unit in law enforcement in the Sacramento region. She previously oversaw the Sacramento Police Department’s Mental Health, Impact Team, and Hospital units.

Dean has served as an administrator, social worker and counselor in law enforcement and in public schools, where she worked with students from elementary age to high school. She is a licensed clinical social worker and possesses Pupil Personnel School Services Credentials in social work, counseling and administration. She earned her bachelor’s and master’s degrees in social work from California State University, Sacramento.
