Meet Supervising Dispatcher Kelly Joy

Office of Operations – Public Safety Communications Division 

Supervising Dispatcher Kelly Joy began her career with the Sacramento Police Department in 2007. She is currently assigned to Early Watch Operations at the 911 Call Center. Her past assignments include Tactical Dispatcher, Communications Training Officer, Mutual Aid Coordinator, Mentor, Tactical Dispatch Coordinator, Administrative Dispatcher III, Peer Support Member, and Telecommunicator Emergency Response Team Member.

Kelly served 8 years with the United States Air Force as a Staff Sergeant in Security Forces (Military Police).

Kelly has a Bachelor of Science degree in Emergency Services Management and a Master of Science degree in Organizational Leadership. Her professional development classes and certifications include completion of the University of Notre Dame Professional Certificate in Management, and NENA Center’s Management Certificate Program.

Kelly’s favorite ancillary activities have included assisting in Neighborhood Watch start-up groups from 2012-2018 and being a member of the Department and Community Commendation Awards Review Committee in 2018. She has also participated in the 9-1-1 youth education program.

Kelly’s department awards include three Employee of the Quarter awards, two Unit Citations, Supervisor of the Year, Sacramento City Council Resolution, and Dispatcher of the Year.

Kelly is especially proud of her work in the community, doing 9-1-1 education for the youth and helping facilitate the neighborhood watch start up groups, as well as providing Mutual Aid response during the historic Tubbs, Atlas, and Camp fires. She was also instrumental in the Communication Center’s successful 48 hour reroute to the Sacramento Sheriff’s Office for a power distribution upgrade.

Kelly was drawn to a career with SPD because she really enjoys helping people and knowing that she has made a positive impact on someone’s life. She originally wanted to be a police officer, having had military experience, but knew nothing about Sacramento. She started as a dispatcher with the idea it would be a good foot in the door. Once she was in dispatch, however, she knew this is where her home is, and she has never looked back.
