MULTI-FAMILY PROPERTY COMMERCIAL WASTE

RECYCLING AND ORGANICS RECYCLING REQUIREMENTS

Multi-family properties - those with five or more units on one parcel - must meet state mandates for diverting recyclables and  green waste from landfill disposal to reduce  greenhouse gas emissions.  Multi-family properties in the Sacramento region must separate their waste into recyclables, organics (green waste only), and trash. 

Starting January 1, 2022, multi-family properties will be required to also recycle their food waste and food-soiled paper, as part of their organic material, per State law SB1383.

What is the law? Multi-family properties, with five or more units on one parcel, are required to arrange for recycling services.  

Which materials should be Recycled?  Paper, cardboard, hard plastics (numbers 1, 2, 3, 4, 5, 6, and 7), aluminum/metal containers, and all colors of glass bottles and jars. Contact your hauler to learn more about what is acceptable/unacceptable, and how acceptable items must be prepared.

HOW TO COMPLY - RECYCLING

Multi-family properties must select one or more of the following options:

1) Sign-Up for Recycling Service with Waste Hauler - Enter into a recycling collection service agreement with a Franchised Hauler to collect and haul your recyclables; or,

2) Alternative Recycling Service - Complete and submit the Alternative Service Verification portion in the Recycling Compliance Form if your multifamily utilizes one or more alternative recycling services:

1. Third-Party Recycler: The multi-family property contracts with a recycler, who is not a franchised hauler, who collects and recycles all generated recyclable material. All contracts between the multi-family property and each alternative service recycler must be retained on-site for verification during inspection.
2. Self-Haul: The multi-family property hauls the recyclable materials collected to a local recycling facility. Receipts must be retained on-site for verification during inspection. Note: If the multifamily is only recycling aluminum cans, all other recyclable materials must also be collected and recycled through self-haul or another option listed here.
3. Backhaul: The multi-family property hauls its recyclable materials back to a central or corporate location to be collected for recycling. Contracts or other proof of evidence must be retained on-site for verification during inspection.
4. Shared Container: The multi-family property places all recyclable material in another business' or multi-family property's recycling container to be recycled. Note: Evidence that all parties agree to sharing the container and a copy of the recycling collection service contract must be retained on-site for verification during inspection. 

3) Physical Space Waiver (not commonly used) - If the multi-family property does not have adequate space for a recycling material container, complete the Physical Space Waiver portion on the Recycling Compliance Form. Note: Supporting documents are required as evidence that the multi-family property does not have space for a 64-gallon cart, one of the smallest carts available. 64-gallon carts are approximately 25" wide x 32" deep x 42" high.

ORGANICS                          

What are Organic Materials? Food waste, food-soiled paper, green waste/landscaping trimmings and “clean wood" (no paint, no stain, etc.).

HOW TO COMPLY - ORGANICS

Businesses must select one or more of the following options:

1) Sign-Up for Organic Service with Waste Hauler - Enter into a service agreement with a commercial solid waste Franchised Hauler to collect organics material; or,

2) Alternative Organic Service - Complete and submit the Alternative Service Verification section in the Organic Material Recycling Compliance Form if your business utilizes one or more alternative organic material recycling services:

1. Third-Party Recycler: The business contracts with a recycler, who is not a franchised hauler, who collects and recycles all generated organic material. This may include landscapers who recycle your green waste/landscape trimmings. All contracts between the business and each alternative service recycler must be retained on-site for verification during inspection.
2. Self-Haul: The business hauls its organic materials collected to a local organic recycling facility. Receipts must be retained on-site for verification during inspection.
3. Backhaul: The business hauls its organic materials back to a central or corporate location to be collected for recycling. Contracts or other proof of evidence must be retained on-site for verification during inspection.
4. Shared Container: The business places its organic materials in another business organic material recycling container to be recycled. Evidence that all parties agree to sharing the container and a copy of the organic recycling collection service contract must be retained on-site for verification during inspection;

COMMERCIAL SERVICES

As of July 1st, 2021, the City of Sacramento Commercial Waste Compliance team will regulate commercial solid waste collection services and recycling requirements mandated by the State of California. The City of Sacramento does not provide commercial waste and recycling collection services. The City of Sacramento has issued commercial solid waste collection franchise agreements to waste haulers who provide commercial waste, recycling, and organics collections in the City of Sacramento effective 7/1/2021.
